SECTION 2 <br />WATER USE PROJECTIONS <br />A. PURPOSE <br />Water use projections form the basis of planning for future water infrastructure needs. <br />Water demand projections are based on forecasts of residential, commercial and industrial <br />water demands. Projections are first developed for population growth and changes in <br />commercial and industrial development. Historical water use data is evaluated for <br />average day and maximum day water use. Future water use projections are then <br />developed based on growth forecasts and water use trends. <br />B. SERVICE AREA <br />Development in the City of Ramsey has been designated as either "rural" development or <br />"urban" development. In the past, no water services were planned for the rural <br />development areas. These areas include the Rural Preserve (north of the Trott Brook), the <br />Central Rural Preserve (located in the center of Ramsey), and the Rural Developing area <br />located between the current service boundary and the rural preserve areas. Under current <br />planning guidelines, water service will be extended to existing and projected rural <br />development in the Central Rural Pressure and Rural Developing areas. In addition, <br />urban development is currently planned in areas south of the Trott Brook, but beyond the <br />current service area boundary. In the near future, there are no plans to provide water <br />service to the Rural Preserve area north of the Trott Brook. For planning purposes, the <br />water service planning area has been based on providing service to all development areas <br />of Ramsey south of the Trott Brook. Figure 2.1 shows the planned service area. <br />C. SERVICE AREA POPULATION PROJECTIONS <br />The population estimates in this report utilize state demographer data, City estimates and <br />Metropolitan Council estimates.
