Review File: Sketch Plan Review (Village Bank -Owned Parcel) <br />6080 Highway 10 NW <br />Page 4 of 6 <br />Development Fees: Park Dedication, Trail Development, Sanitary Sewer Trunk, Water Trunk, and <br />Stormwater Management Fees shall be due on the Plat. These fees are collected at the time and at the rate <br />the Final Plat is recorded. Sanitary Sewer and Water Lateral Benefit Fees are not required, as these <br />services are proposed to be built as part of the development (not connecting individual services to existing <br />water and sewer system). The Park and Recreation Commission shall review and make a recommendation <br />regarding Park Dedication and Trail Development Fees. At this time, Staff recommends that a cash <br />contribution be used to satisfy Park Dedication and Trail Development requirements. <br />Mississippi River Trail. The City of Ramsey, in coordination with the City of Anoka, has approved the <br />Mississippi River Trail project that impacts this site. The trail alignment is indicated on the Sketch Plan. <br />Construction of the project has already commenced, and work will begin on the Subject Property in 2014. <br />The trail was made possible by a Federal grant. As the grant has been awarded, as well as the contract for <br />construction, it is not feasible to make changes to this improvement project at this time. <br />PROPOSED <br />10. This road easement is no <br />longer needed for motor vehicle access to King's Island (Anoka), but can be utilized for construction of <br />the Mississippi River Trail. The existing easement is larger than necessary for trail purposes, and portions <br />can be vacated. <br />Staff had attempted to work diligently with the previous Property Owner, as well as the current Property <br />Owner (Village Bank) in the past to identify an alternative alignment of the trail that maximized the <br />development potential of the site, while still maintaining design criteria for the Mississippi River Trail. <br />The City and Property Owner were unable to arrive at an approved alternative, and the trail project <br />
