Economic Development Authority (EDA) <br />Meeting Date: 05/08/2014 <br />By: Patrick Brama, Administrative Services <br />Title: <br />15153 Nowthen Boulevard: Discuss Study Group Findings Report <br />4. 2. <br />Purpose /Background: <br />Purpose of Case: <br />(1) Review Old Municipal Center (OMC) Study Group Findings Report. <br />(2) Revisit previous EDA recommendation to pursue a data center development on the Subject Property. <br />Subject Property: <br />Old Municipal Center (OMC) site located at 15153 Nowthen Boulevard consisting of two parcels and totaling 20.5 <br />acres. <br />Background: <br />The "Findings Report" attached to this case includes detailed background information on the Subject Property, <br />development process history, and results from the recently completed OMC Study Group public input process. <br />Included in this case are minutes from all EDA and City Council meetings in which this case was previously <br />discussed (seven meetings). NOTE: in an effort to avoid repeating information, a detailed 'background' section was <br />not included in this case. <br />Today, the Subject Property is zoned Public /Quasi Public. The EDA and City Council have considered two general <br />future uses for the Subject Property: (1) Data center use and /or (2) Residential use. Either proposed use is not <br />allowed on the Subject Property today; and, will require a Comprehensive Plan Amendment (which, would allow <br />for a subsequent /future standard Zoning Amendment). <br />Next Step: Process <br />The City Council will consider submitting an application for a Comprehensive Plan Amendment. This application <br />could include an amendment for residential and /or data center permitted zoning. <br />The Council will review the attached OMC Study Group Findings Report, and EDA recommendation from this <br />meeting, on May 20. Subsequently, on June 10, the City Council will consider submitting an application to amend <br />the City's Comprehensive plan. <br />Notification: <br />Two- hundred and fifty nearby property owners, the OMC Study Group, the Planning Commission and the City <br />Council were made aware of this meeting. <br />Observations /Alternatives: <br />Included in your case is a large inventory of information.
