April 29, 2014 <br />OMC STUDY GROUP <br />BACKGROUND: <br />In July of 2013, the City Council directed Staff to formulate a collaborative public input process <br />consisting of various stakeholders; including: surrounding property owners and at large Ramsey <br />residents. The purpose of the process is to understand under what circumstances a data center <br />development would be an acceptable use for the Subject Property. <br />The outcome of the OMCStudyGroup process is this document (Findings Report). The Ramsey City <br />Council will utilize this Findings Report as future land use policy decisions are considered for the Subject <br />Property. This Findings Report includes both (A) detailed public input, and (B) detailed analytic <br />information. <br />An opportunity to participate in the OMC Study Group was advertised via the City's newsletter, direct <br />mail and email. The City received interest from thirteen (13) Ramsey Residents to participate; and, each <br />resident was accepted. In addition to said thirteen (13) residents, the City Council also appointed one <br />(1) board member from the City's EDA, PC and City Council to participate. In total, the OMCStudy Group <br />consists of sixteen (16) Ramsey residents. <br />The OMCStudy Group met five (5) times from November 2013 to March 2014. In summary, OMCStudy <br />Group first identified a comprehensive list of issues /concerns related to a data center development. <br />Then, subsequent meetings were scheduled to discuss each individual issue /concern. Pervious to each <br />meeting, the City developed and distributed Supplemental Information Packets; which, provided <br />detailed analytical information regarding each concern /issue. Supplemental Information Packets were <br />used as a foundation to OMCStudy Group conversations and input; which, included proposed issue <br />mitigation techniques. Review commonly asked questions. <br />NOISE December 16, 2012 <br />Noise was raised a major concern by surrounding property owners. The spirit of this potential <br />issue was concentrated on noise pollution backup power generators may create. <br />BUILDING DESIGN & SITE LAYOUT January 13, 2014 <br />The size and look of a potential data center was identified as a concern for surrounding property <br />owners. A massive rectangular shaped, poorly designed, institutional looking building may <br />conflict with the existing character of the surrounding neighborhood. <br />OMCStudy Group, Findings Report Page 7 of 42 <br />
