preparing it for sale) and creating a RAP — Response Action Plan should contamination be found <br />upon excavation that causes alarm (this is not expected). Staff is seeking assistance on the creation <br />of that plan through a local firm involved in the project in the 2005 timeframe. <br />The restrictive covenants attached to the property allow for very limited uses, until their expiration <br />in 2020 at which point the property will be free from them. Staff is working to find out if removal of <br />the covenants is an option. <br />Staff is working with Prospect 47 on development of a retail store at 5195 142n Ave. NW (Old <br />Amoco site). In addition, Staff is working with Prospect Sergeant on the development of an auto - <br />related service center at the same location. Staff is in communication with both prospects. Prospect <br />Sergeant's proposed plan requires removal of the covenants whereas Prospect 47's plan does not, <br />it is an allowed use noted within the extensive restrictive covenants. <br />Update <br />Staff has connected with Northern Technologies, a local firm that worked on this project in the <br />2005 timeframe, to work towards creating a RAP (as described above) and seeking a Liability <br />Release Letter from the MPCA. Prospect 47 has stepped away from the table at this time to focus <br />on further development in the core Metro, with sights on Ramsey in the future. <br />(4) Business Retention & Expansion Program (BR &E) <br />EDA agreed to tap into the BR &E resources that Greater MSP has to offer — creating local <br />efficiencies (recording, developing reports, tracking, etc.) and greater regional cooperation to drive <br />economic development. Staff has started to combine Ramsey's specific survey with Greater MSP's <br />for use in visits in 2014. A priority list of businesses has been created (prior to Ted's arrival). EDA <br />requested EDA Members be involved in business visits. If you are available to attend the below <br />scheduled visits, please connect directly with Ted LaFrance. <br />Update <br />Staff has created one survey for use in Ramsey for BR &E visits —the survey is attached for your <br />review. The following visits are in the process of being scheduled, have been scheduled, or <br />completed: <br />• Ace Solid Waste; complete (need to meet with new principals) <br />• Altron Manufacturing; complete <br />• MN Tool and Die; complete <br />• Dynamic Group Precision Molds /Molding; complete <br />• B &F Fastener and Supply; complete <br />• Waltek; complete <br />• Wendells; complete <br />• Anderson Dahlen; complete <br />• Rotary Systems; May <br />14t at 10am <br />(5) 167/47 Commercial Node <br />Staff held an open meeting on January 16 at 6pm at City Hall in the Lake Itasca room. This meeting <br />followed a previous meeting and extensive conversations with area residents and business owners. <br />The expectation of the meeting was to gather additional feedback based on the "Statement of <br />Goals" from area owners and the general public. Through discussing the Statement of Goals at the <br />January 16 meeting, the next steps and /or projects were created to work towards solving <br />
