following the five -year term; and /or whether to apply the agreement for a lesser period than the <br />five years. <br />Commissioner Bendtsen questioned if the amount identified would be sufficient to repair the <br />roads for the next five years. <br />City Engineer Westby noted that this plan would identify the most damaged roads first, with a <br />rating of three or less. <br />Commissioner Bendtsen questioned if one year of the agreement would provide a sufficient <br />amount to get the City on track to budget for the remaining road maintenance aspects. <br />City Engineer Westby stated that once roads are reconstructed to today' s standards with the <br />appropriate subgrade the lifespan should be 60 years. <br />Chairperson Field stated that he cannot believe that this aspect has not been incorporated into the <br />City' s budget as the funds for one year will only fund the reconstruction of eight miles of road. <br />Commissioner Deemer noted that along with reconstruction, the roads need maintenance, such as <br />crack sealing and seal coating, would receive that maintenance as well to prevent those roadways <br />from needing reconstruction. <br />Commissioner Zaetsch questioned if the Charter Commission is attempting to micromanage the <br />policy setting body of officials that were elected into office. He stated that he would be in favor <br />of the five -year period, noting that if the Council does not need the full term that would be fine, <br />and the Niska amendment could be enacted after the five year period expires. <br />6. COMMISSION / STAFF INPUT <br />There was none. <br />7. ADJOURNMENT <br />Motion by Commissioner Sivertson, seconded by Commissioner Deemer, to adjourn the <br />meeting. <br />Motion carried.
