MAYOR, COUNCIL AND STAFF INPUT <br />8.01: Review of Estimated Costs and Funding Program Options for Garnet Street and <br />168th Avenue Reconstruction Project <br />City Engineer Westby presented the staff report and recommendation to complete a Feasibility <br />Study to make sure the City is ready to move forward with the Garnet Street and 168 Avenue <br />Reconstruction Project. He reviewed preliminary estimated project costs as reflected in the staff <br />report that included addressing soil corrections by removing three feet of clay and replacing it <br />with sand. City Engineer Westby stated the Council can consider whether to include utilities in <br />the bid or to not construct utilities at this time. <br />City Engineer Westby asked for the Council's feedback relating to funding sources, noting that <br />MSA is not available for this project. Street and storm sewer costs, if specially assessed <br />uniformly to the 13 benefitted properties, at 20% (the minimum allowed assessment) would total <br />$18,204 per property. He advised that the City must prove benefit, which may be difficult at <br />$18,204. If the cost for soil corrections was removed, a 20% assessment would still be $14,000 <br />because of the large lot sizes with long road frontages. City Engineer Westby advised that the <br />Public Works Committee will be meeting on May 20, 2014, to develop an Assessment Policy for <br />street reconstruction. <br />The Council and City Engineer Westby discussed the high level of special assessments, possible <br />terms of an Assessment Policy, and methods of funding. The Council agreed these roads have <br />deteriorated and are in need of reconstruction. <br />Finance Director Lund stated a Street Reconstruction Bond does not require a 20% assessment. <br />She explained that this would apply to the road improvement only; however, it would contain a <br />reverse referendum statute so 5% of registered voters can petition against that bonding. <br />Motion by Councilmember Tossey, seconded by Councilmember Riley, to defer to the Public <br />Works Committee for review and possible Assessment Policy and to analyze the impacts of <br />various levels of assessment for the Garnet Street and 168 Avenue Reconstruction Project. <br />Motion carried. Voting Yes: Mayor Pro Tem Backous, Councilmembers Tossey, Riley, Kuzma, <br />and LeTourneau. Voting No: None. Absent: Mayor Strommen and Councilmember Johns. <br />8.02: Upcoming Meetings and Events <br />City Administrator Ulrich announced upcoming events and indicated the Armstrong Boulevard <br />interchange bonding bill continues to move forward. <br />City Council / May 13, 2014 <br />Page 11 of 12 <br />
