Motion by Councilmember LeTourneau, seconded by Councilmember Kuzma, to Adopt <br />Resolution #14 -05 -089 Authorizing the City of Ramsey to Participate in the Minnesota <br />GreenStep Cities Program. <br />Further discussion: Councilmember Kuzma thanked the EPB for again looking at this issue to <br />address the Council's concerns and indicated he supports participation. Councilmember Riley <br />stated he found the Program contained rules that he does not support so he does not support <br />participation. Mayor Pro Tem Backous stated he too has the highest respect for the EPB and <br />while this Program may be a tool, it could be misused and he does not believe the City needs an <br />outside agency involved. <br />Motion failed. Voting Yes: Councilmembers LeTourneau and Kuzma. Voting No: Mayor Pro <br />Tem Backous, Councilmembers Riley and Tossey. Absent: Mayor Strommen and <br />Councilmember Johns. <br />7.03: Consider Adoption of Ordinance #14 -03 Amending City Code Chapter 113, Article <br />II, Entitled Individual Sewage Treatment Systems as Required by the Minnesota <br />Pollution Control Agency (MPCA) <br />Development Services Manager Gladhill reviewed the staff report and recommendation to adopt <br />an ordinance amending Code in order for the City to remain in compliance with State Minnesota <br />Pollution Control Agency (MPCA) regulations and assure private septic systems do not become <br />a public health risk or contaminate ground water. He advised of the optional element for a point <br />of sale compliance inspection and clarified the "three -year clock" for compliance starts if the <br />system has been pumped or certified that it does not need to be pumped. <br />Motion by Councilmember Riley, seconded by Councilmember LeTourneau, to Waive the <br />Charter requirement to read the ordinance aloud and Adopt Ordinance #14 -03 An Amendment to <br />Chapter 113 of the City Code, Which Chapter is known as the Natural Resource and <br />Environmental Preservation and Protection Chapter of the City Code of Ramsey, Minnesota. <br />A roll call vote was performed: <br />Mayor Pro Tem Backous aye <br />Councilmember Johns absent <br />Councilmember Tossey aye <br />Councilmember Kuzma aye <br />Councilmember LeTourneau aye <br />Councilmember Riley aye <br />Mayor Strommen absent <br />Motion carried. <br />City Council / May 13, 2014 <br />Page 6 of 12 <br />
