CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, May 13, 2014, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Pro Tem Randy Backous <br />Councilmember Mark Kuzma <br />Councilmember John LeTourneau <br />Councilmember Chris Riley <br />Councilmember Jason Tossey (arrived 6:20 p.m.) <br />Absent: Mayor Sarah Strommen <br />Councilmember Jill Johns <br />City Administrator Kurds Ulrich <br />Finance Director Diana Lund <br />Public Works Superintendent Grant Riemer <br />Development Services Manager Timothy Gladhill <br />Assistant to the City Administrator Patrick Brama <br />City Attorney Joe Langel <br />Stacie Kvilvang, Ehlers & Associates <br />1. CALL TO ORDER <br />Mayor Pro Tem Backous called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Analysis of Tax Increment Financing (TIF) District #14 — The COR <br />Stacie Kvilvang, Ehlers & Associates, presented an analysis of Tax Increment Financing (TIF) <br />District #14, noting this report is a continuation of the analysis presented in January of 2014. <br />She stated there are 331 parcels in TIF District #14, and the proposal is to reduce the size by 242 <br />parcels. This will reduce this District by approximately 38 %. The TIF plan will still be in <br />conformance with the rules of the City. <br />Ms. Kvilvang explained that to reduce the size of a TIF District, a public hearing must be held. <br />This is a statutory technicality. The public hearing is scheduled for the May 27 Council meeting. <br />Ms. Kvilvang noted her agency met with staff last fall to review the land sale proceeds and land <br />use. Referring to the Council packet, she reiterated there will be a positive balance if everything <br />is built as planned, and if the land is sold for the prices forecast. <br />City Council Work Session / May 13, 2014 <br />Page 1 of 6 <br />
