CITY COUNCIL WORK SESSION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a City Council Work Session on Tuesday, May 13, 2014, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. CALL TO ORDER Mayor Pro Tem Backous called the City Council Work Session to order at 5:30 p.m. 2. TOPICS FOR DISCUSSION 2.01: Analysis of Tax Increment Financing (TIF) District #14 — The COR Stacie Kvilvang, Ehlers & Associates, presented an analysis of Tax Increment Financing (TIF) District #14, noting this report is a continuation of the analysis presented in January of 2014. She stated there are 331 parcels in TIF District #14, and the proposal is to reduce the size by 242 parcels. This will reduce this District by approximately 38 %. The TIF plan will still be in conformance with the rules of the City. Ms. Kvilvang explained that to reduce the size of a TIF District, a public hearing must be held. This is a statutory technicality. The public hearing is scheduled for the May 27 Council meeting. Ms. Kvilvang noted her agency met with staff last fall to review the land sale proceeds and land use. Referring to the Council packet, she reiterated there will be a positive balance if everything is built as planned, and if the land is sold for the prices forecast.
