CALL TO ORDER <br />Mayor Pro Tem Backous called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Analysis of Tax Increment Financing (TIF) District #14 — The COR <br />Stacie Kvilvang, Ehlers & Associates, presented an analysis of Tax Increment Financing (TIF) <br />District #14, noting this report is a continuation of the analysis presented in January of 2014. <br />She stated there are 331 parcels in TIF District #14, and the proposal is to reduce the size by 242 <br />parcels. This will reduce this District by approximately 38 %. The TIF plan will still be in <br />conformance with the rules of the City. <br />Ms. Kvilvang explained that to reduce the size of a TIF District, a public hearing must be held. <br />This is a statutory technicality. The public hearing is scheduled for the May 27 Council meeting. <br />Ms. Kvilvang noted her agency met with staff last fall to review the land sale proceeds and land <br />use. Referring to the Council packet, she reiterated there will be a positive balance if everything <br />is built as planned, and if the land is sold for the prices forecast. <br />City Council Work Session / May 13, 2014 <br />Page 1 of 6 <br />
