Ms. Bohnsack stated she would prefer to stay in this area, as there are no other <br />similar activities in the area. The old Municipal Center would be used only for rehearsals. <br />Councilmember Kuzma stated he thought this was a great idea and would approve the proposal. <br />Councilmember Riley clarified that this would be a very short-term situation. <br />Ms. Bohnsack noted it does give them more of a steady base at least for the short term and gives <br />them time to raise funds for a longer -term solution. <br />Councilmember LeTourneau questioned whether all other buildings in the City had been <br />exhausted. He commented he thought this building seemed underutilized and expensive to retro. <br />He asked whether there was an opportunity to partner with another business. <br />Assistant to the City Administrator Brama explained the old Municipal building did seem to be <br />the best site. The major reason was because of scheduling. Since other buildings are used <br />regularly, this building would be more available for a consistent schedule for the theatre. He <br />stated the staff had not spent much time looking at buildings other than city -owned buildings. <br />The proposed solution would help the Theatre as far as costs and help offset taxes for the City. <br />City Administrator Ulrich commented this is a form of partnership. This would give back to the <br />community as Youth First does. <br />Mayor Pro Tem Backous commented this is an empty building, and this use would help keep <br />kids doing something they love and out of trouble. He suggested this item be brought forward <br />for discussion. He said he preferred to discuss the policy part of it when there was a full <br />Council. <br />Councilmember LeTourneau questioned whether there is a concern about setting a precedent. <br />Councilmember Riley pointed out the City does have a policy, which is recent. He did not think <br />policy had to be revisited. <br />Mayor Pro Tem Backous pointed out this may be a good fit, but the next situation may not be a <br />good fit. He reiterated the proposal should be discussed, especially due to the potential renter <br />being a nonprofit. <br />The consensus of the Council was to direct staff to draft a lease agreement, gather all required <br />supplemental information, research, and present a full case report at the May 27, 2014, Council <br />meeting. <br />2.04: Policy Discussion on Mail Box Location in Cul - De - Sacs <br />Public Works Superintendent Riemer reviewed the staff report and complaint of a resident <br />relating to the location of his mailbox outside of the cul -de -sac.
