City Administrator Ulrich explained it could be kept consistent if it was tied to the budget. The <br />residents' fee may not have to be adjusted. There could be other places in the budget to adjust. <br />Finance Director Lund noted the only reason this fee would change is if there is an increase in <br />growth. The calculation is based on the number of homes today. <br />Councilmember Tossey commented it should be attached to a levy to be fair. He said he would <br />like to be sure it would be a benefit to residents. He remarked he is not a proponent of franchise <br />fees. <br />City Attorney Langel pointed out the Charter Commission and the Council are close on the <br />language of Chapter 7. Future discussions and decisions would benefit if there was some <br />agreement on the language. <br />Mayor Pro Tem Backous replied he did not think they would come to an agreement. Though, <br />there is a better product to put in front of voters now. <br />3. TOPICS FOR FUTURE DISCUSSION <br />Noted. <br />4. MAYOR / COUNCIL / STAFF INPUT <br />Councilmember Tossey raised the issue of the Legacy Christian School project. He pointed out <br />that it seemed no one was held accountable for this project. It used public dollars and Street <br />funds. He stated he wanted to let the Council know he asked City Administrator Ulrich for <br />information, as he wanted to get to the bottom of this issue. <br />City Administrator Ulrich stated he would follow up on that if Council concurred. <br />The consensus of the Council was to move forward with the follow up of Councilmember <br />Tossey's request. <br />Councilmember Riley brought up the issue of shared fire services. He noted the Council will be <br />asked to fund a new study. He stated he would like to discuss the first study before funding <br />another study. <br />City Administrator Ulrich stated this issue will be discussed in the subsequent Council meeting. <br />5.
