Mayor Strommen also thanked staff and all who served on the OMC Study Group for providing <br />this detailed information for the Council's consideration. She stated support for a process that <br />allowed citizens to also wrestle with these issues and provide their comment and <br />recommendation to the Council. <br />Councilmember Kuzma thanked the OMC Study Group for addressing the issues and stated he <br />had been impressed with how their meetings had been conducted and how facts were presented. <br />He stated on the surface, it appears a data center may be a good deal for the City to consider. <br />Councilmember Riley stated this has been discussed several times and he had attended the <br />majority of the OMC Study Group meetings. He agreed this was a good process and his quick <br />summary is that it had started with a lot of misinformation and staff's involvement had cleared <br />up those misconceptions and the biggest issues were addressed and mitigated one by one. <br />Councilmember Riley noted the one issue that came up towards the end of the process was land <br />value and may be one that the City cannot mitigate. <br />Mayor Strommen concurred and noted there may be some impact when the City mitigates the <br />other issues that had been raised. <br />Councilmember LeTourneau thanked all who participated and indicated he appreciated that <br />misinformation results in many showing up and then when those concerns are addressed and <br />mitigated, the process can more forward in a positive manner. He referenced Graph 3 relating to <br />whether the OMC Study Group process had provided a sufficient level of analytical information, <br />noting there was a high level who indicated `strongly disagree.' <br />Assistant to the City Administrator Brama stated he also questioned that result and thinks Study <br />Group Members may not have felt satisfied with the entire process or that staff information did <br />not provide enough support for a pro data center approach. <br />Councilmember Kuzma stated some information from the interne was old and did not address <br />new and improved data center technology. <br />Councilmember LeTourneau stated the original premise was about improving tax base, allowing <br />the community to grow, and to introduce a business instead of residential. He noted the issues of <br />how to control the use have been addressed to a high level of certainty but he would ask how the <br />group came to support two smaller buildings instead of one larger building as setbacks were not <br />as much of a mitigating factor as first thought. He asked whether `bigger isn't better' when you <br />consider providing a tax base. <br />Assistant to the City Administrator Brama explained that the impact of two smaller data center <br />buildings versus one large data center building is perceived to be significantly lower and would <br />provide a more desirable viewshed of the site. <br />Councilmember LeTourneau asked if the viewshed was not scalable and could be regulated. <br />City Council Work Session / May 20, 2014 <br />Page 3 of 8 <br />
