4.01: Business Appreciation Golf Tournament Contract with Northfork <br />Economic Development Manager LaFrance distributed an updated contract with Northfork for <br />the business appreciation golf tournament scheduled for August 19 He explained that the <br />original contract listed a per person package price of $59, however, staff contacted Northfork and <br />received an updated contract with a per person package price of $54. He explained the previous <br />contract included a golf pro gift fee of $5 that was removed last year but was not removed from <br />this year's contract, adding that the $54 price is $3 more than last year and represents a standard <br />increase by the golf course. He requested that the EDA move forward with signing the updated <br />contract and indicated that the tournament budget has not yet been completed, but the additional <br />per person cost will need to be spread out between participant fees, dinner cost, etc. <br />Motion by Member Hardin, seconded by Member Brunt, to move forward with securing <br />Northfork for the 2014 business appreciation golf tournament. <br />Member LeTourneau asked if the budget for the golf tournament would be presented to the EDA. <br />Economic Development Manager LaFrance replied the budget would be presented in June. <br />Motion carried. Voting Yes: Chairperson Steffen, Members Hardin, Brunt, LeTourneau, and <br />Riley. Voting No: None. Absent: Members Skaff and Williams. <br />4.02: 15153 Nowthen Boulevard: Discuss Study Group Findings Report <br />Assistant to the City Administrator Brama explained the OMC site consists of 20.5 acres and is <br />zoned Public /Quasi Public and pointed out that any change of use for the property away from a <br />municipal center site, public use, or school would require a change in zoning. He provided <br />historical information regarding the OMC site and potential use as a data center and stated that <br />the public input process resulted in strong opposition to a data center development. He stated the <br />site concept maps were then revised to include mitigation techniques and a study group was <br />established in the fall of 2013 to provide an opportunity for further community education and <br />public input. He explained that the study group findings report includes a detailed analysis of the <br />issues and mitigation techniques and after the second round of public input, the concentration of <br />issues was centered on land values, noise, and building size, design, and layout. He stated that <br />concept #3 consists of two buildings and this concept received the strongest support from the <br />study group. He advised that the recommendation to rezone the property for residential use with <br />an overlay district for a potential data center received mixed support from the study group; in <br />addition, the study group also discussed the possibility of using the OMC site for both residential <br />and a data center. He indicated the detailed study group findings report, site concept maps, <br />revised feasibility report, and a record of all public meetings are included in the staff report as <br />well as links to information provided by various experts, businesses, study group members, and <br />other cities. He presented an aerial map of the OMC site showing proposed setbacks and stated <br />the goal is to have a minimum distance of 300' from any dwelling surrounding the OMC site <br />regardless of setback. He stated a single user concept could consist of approximately 170,000 <br />square feet and a two -user concept shows 65,000 square feet. A third concept shows two smaller <br />buildings consisting of approximately 55,000 square feet with all parking and buildings located <br />within the setback areas.
