Staff also recommends payment to Landform Professional Services, per the <br />agreement, in the amount of $5,000. <br />Motion by Commissioner LeTourneau, seconded by Commissioner Riley, to authorize entering <br />into a Purchase Agreement with CommonBond and to pay Landform Professional Services, per <br />the agreement, in the amount of $5,000. <br />Further discussion: Chairperson Backous addressed the $250,000 subsidy request and explained <br />that Anoka County HRA levies taxes from Ramsey's residents. The money is set aside for <br />projects that the HRA feels are appropriate. Chairperson Backous explained how Anoka County <br />HRA funds are used and stated he finds this subsidy to not be an inappropriate use of those <br />funds. Commissioner Tossey stated he does not believe Ramsey's residents will see a benefit or <br />offsetting of taxes because this project is part of a TIF District. He voiced objection to always <br />approving subsidy requests and indicated he would oppose this motion. Commissioner Riley <br />stated Anoka County HRA collects these funds so the City's residents have already been taxed, <br />will not get it back, and this is how those funds can be used. He stated this project involves <br />housing, this is an appropriate use for Anoka County HRA funds, and would result in the HRA <br />selling this land. In addition, additional rooftops will be created that will be good for businesses <br />within The COR. Commissioner Riley stated his number one issue is to get the City out of the <br />business of owning the land and this is one of the most important ways of doing that. <br />Chairperson Backous agreed this is in a TIF District, but noted that taxes are forever so it will <br />come back to the citizens. Commissioner Kuzma stated CommonBond will be a good addition <br />to Ramsey so he supports the motion. <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners LeTourneau, Riley, and <br />Kuzma. Voting No: Commissioner Tossey. Absent: Commissioners Johns and Strommen. <br />5.02: Review Draft Purchase Agreement between the City of Ramsey HRA and Casey's <br />General Store <br />Executive Director LaFrance reviewed the staff report and indicated the HRA received a <br />Purchase Agreement from Casey's General Store to develop a convenience store at the southwest <br />corner of Ramsey Boulevard and Sunwood Drive NW. It is estimated this project will require <br />1.37 acres. Casey's has not requested any City subsidy assistance. He advised that under <br />Minnesota Statutes 13D.05, Subd. 3, the meeting can move into Closed Session to discuss <br />adjustments to the Purchase Agreement and give direction to negotiate this sale. <br />The HRA indicated it did not desire to move into Closed Session. <br />Executive Director LaFrance presented the terms of the Purchase Agreement and indicated a <br />copy is available for the public and will be posted to the City's website. Staff recommended <br />amending the Addendum to add formal Design Review through Site Plan approval by the <br />Planning Commission and City Council and to remove the Special Service Area to keep that tool <br />open for the future. HRA Executive Director LaFrance requested feedback for additional <br />revisions, which will be incorporated into a Final Purchase Agreement for review at the May 27, <br />2014 meeting. <br />Housing and Redevelopment Authority/ May 13, 2014 <br />Page 3 of 5 <br />
