Motion by Councilmember Kurak, seconded by Councilmember Elvig, to recommend that the <br />City Council authorize the adoption of a resolution authorizing the issuance and awarding the <br />sale of $945,000 General Obligation Tax Increment Refunding Bonds of 2003. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, CoUncilmembers Kurak, Elvig, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #3: Capital Improvement/Capital Ontlay Plan 2003 to 2007 <br /> <br />City Administrator NOrman stated that the Capital Improvement/Capital Outlay Plan (CIP) has <br />been prepared in an attempt to anticipate major capital expenditures in advance of the year in <br />which they are budget requests. Further, several projects may interrelate or require other <br />improvements prior to initiation, which would cause delays without prior planning. <br />Additionally, projects may require budgeting over several years or receipt of funds from other <br />sources requiring planning completion prior to the funding year. Approval of the CIP by Council <br />does not authorize spending or initiation of a given project. It does, however, provide a guide for <br />the community for a whole array of priVate and public decision-making, impacted by public <br />capital expenditures. Therefore, the CIP should receive ratification only if the Council perceives <br />actions contemplated within the plan as reasonable and planned within justified time frames. <br /> <br />Mayor Gamec recommended that they disCUss the cIP in further detail at the first work sessiOn in <br />February. <br /> <br />Councilmember Zimmerman stated that the CIP is a very important plan for the new Council to <br />review because they might feel some of the project priorities should be changed. <br /> <br />Consensus of the Committee was to add the CIP discussion to the February work session. <br /> <br />Case #4: Consider Transportation Consulting and Advocacy Services <br /> <br />City Administrator Norman stated that the City made contractual arrangements for Leonard 'W. <br />Levine & Associates, Inc. on May 18, 2000, for transportation consulting services. The <br />consulting arrangement was amended on January 26, 2001, and Mr. Levine's services were <br />utilized on a retainer basis. Most recently, the City has been utilizing Mr. Levine as a consultant <br />for the consideration of official mapping along T.H. #10 and .early discussions considering a <br />moratorium for development north of T.H. #10. Mr. Norman was contacted late in December <br />2002, by the most recent Commissioner of Transportation, Elwyn Tinklenberg. Mr. Tinklenberg <br />would be able to provide a more critical role with the City in its consideration of a moratorium <br />along T.H. #10, due to his role as MnDOT Commissioner over the last four years. Mr. <br />Tinklenberg submitted a proposal to the City at a cost of $18,000 plus approved expenses. Staff <br />requested authorization to negotiate down the $18,000 amount. <br /> <br />Councilmember Elvig inquired as to how the City was currently Paying Mr. Levine for his <br />services. <br /> <br />Finance Committee/January 14, 2003 <br /> Page 3 of 5 <br /> <br /> <br />
