Motion by Councilmember Kurak, seconded by Councilmember Elvig, to recommend that the City Council authorize the adoption of a resolution authorizing the issuance and awarding the sale of $945,000 General Obligation Tax Increment Refunding Bonds of 2003. Motion carded. Voting Yes: Mayor Gamec, CoUncilmembers Kurak, Elvig, Cook, Pearson, Strommen, and Zimmerman. Voting No: None. Case #3: Capital Improvement/Capital Ontlay Plan 2003 to 2007 City Administrator NOrman stated that the Capital Improvement/Capital Outlay Plan (CIP) has been prepared in an attempt to anticipate major capital expenditures in advance of the year in which they are budget requests. Further, several projects may interrelate or require other improvements prior to initiation, which would cause delays without prior planning. Additionally, projects may require budgeting over several years or receipt of funds from other sources requiring planning completion prior to the funding year. Approval of the CIP by Council does not authorize spending or initiation of a given project. It does, however, provide a guide for the community for a whole array of priVate and public decision-making, impacted by public capital expenditures. Therefore, the CIP should receive ratification only if the Council perceives actions contemplated within the plan as reasonable and planned within justified time frames. Mayor Gamec recommended that they disCUss the cIP in further detail at the first work sessiOn in February. Councilmember Zimmerman stated that the CIP is a very important plan for the new Council to review because they might feel some of the project priorities should be changed. Consensus of the Committee was to add the CIP discussion to the February work session. Case #4: Consider Transportation Consulting and Advocacy Services City Administrator Norman stated that the City made contractual arrangements for Leonard 'W. Levine & Associates, Inc. on May 18, 2000, for transportation consulting services. The consulting arrangement was amended on January 26, 2001, and Mr. Levine's services were utilized on a retainer basis. Most recently, the City has been utilizing Mr. Levine as a consultant for the consideration of official mapping along T.H. #10 and .early discussions considering a moratorium for development north of T.H. #10. Mr. Norman was contacted late in December 2002, by the most recent Commissioner of Transportation, Elwyn Tinklenberg. Mr. Tinklenberg would be able to provide a more critical role with the City in its consideration of a moratorium along T.H. #10, due to his role as MnDOT Commissioner over the last four years. Mr. Tinklenberg submitted a proposal to the City at a cost of $18,000 plus approved expenses. Staff requested authorization to negotiate down the $18,000 amount.
