Board Member Bentz questioned if the setback requirements would ensure that the solar power <br />would not be blocked by a neighboring tree or structure after installation. <br />City Planner Anderson confirmed that is language both within the Comprehensive Plan and State <br />Statute that protects solar access after installation and noted that property owners could also <br />work together to develop easements. <br />Motion by Board Member Lewis and seconded by Chairperson Stodola, to recommend that the <br />City Council adopt Ordinance #14 -04. <br />Motion carried. Voting Yes: Chairperson Stodola, Board Member Lewis, Bentz, Hiatt, <br />Pendergast, and Valentine. Voting No: None. Absent: None. <br />5.03: Update on GreenStep Cities Status <br />City Planner Anderson presented the staff report. He advised that staff will bring the item <br />forward to the City Council meeting on May 13 and asked that any available Board Members <br />attend the meeting in support. <br />5.04: Discussion: Receive Presentation on Existing Employment District Standards <br />City Planner Anderson presented the staff report. He stated that the Planning staff is working to <br />bring forward various zoning districts to the EPB and Planning Commission to both make <br />members aware of the language included in each district as well as identify any necessary <br />revisions. He noted that the bulk standards would more apply to the review of the EPB and <br />advised that Board Members can suggest desired revisions or alternatives. He noted that a <br />different zoning district will be brought forward at future meetings. He confirmed that he has <br />heard in the past that it seems counterintuitive to require in- ground irrigation of landscaped areas <br />when the City now has a greater emphasis on water conservation and noted that that may be a <br />recommendation the Board may wish to consider for revisions in the future. <br />Board Member Bentz confirmed that although the Code requires the installation of the irrigation, <br />there is not a requirement to actually use the irrigation. <br />City Planner Anderson also confirmed that information, providing the VA Clinic as an example <br />of a site that installed the irrigation but has not used it due to their attempt to get LEED certified. <br />Board Member Valentine appreciated the opportunity to review these zoning districts and <br />provide input. <br />Board Member Lewis noted that there is a lot of information to review in regard to the zoning <br />district language and asked if the information could be made available to the Board sooner in <br />order to provide additional time to review. <br />City Planner Anderson confirmed that he will make an effort to provide that information to the <br />Board a bit sooner. <br />Environmental Policy Board / May 5, 2014 <br />Page 4 of 6 <br />
