7.05: Consider Adopting Resolution #14 -05 -095 to Reclassify the Development Services <br />Manager <br />Human Resources Manager Colleen Lasher reviewed the staff report and recommendation to <br />reclassify the Development Services Manager to Community Development Director effective <br />June 1, 2014, to Step 1 of the 2014 wage scale at $40.28 per hour, followed by a change to Step <br />2 on December 1, 2014 of the wage scale of $42.30 per hour, contingent upon continued <br />exceptional performance and waiving the six -month probationary period. She pointed out the <br />only issue is the cost of $6,000 for the short-term rise in salary. She identified $11,500 savings <br />in the budget that could be used for this purpose. <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to approve Resolution <br />#14 -05 -095 to reclassify Mr. Tim Gladhill to the City's Community Development Director <br />effective June 1, 2014, to step 1 of the 2014 wage scale at $40.28 per hour, followed by a step <br />change on December 1, 2014 to step 2 of the wage scale at $42.30 per hour, contingent upon <br />continued exceptional performance; waiving the 6 -month probationary period. <br />Further discussion: Councilmember Tossey questioned the difference between this position and <br />the Economic Development Manager. Human Resources Manager Lasher responded the <br />Economic Development Manager is one of many positions that are under the Community <br />Development Director. The job description of the Community Development Director is much <br />broader. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Riley, Backous, <br />LeTourneau, and Tossey. Voting No: None. Absent: Councilmember Johns. <br />7.06 Review Purchase Agreement for 5195 142nd Avenue NW (Portions closed to the <br />public) <br />Economic Development Manager Ted LaFrance reviewed the staff report, indicating the City <br />received a Purchase Agreement for 5195 142n Avenue NW, the old Amoco gas station, for the <br />development of a national retail store by Imperial Development Company, LLC. <br />Economic Development Manager Ted LaFrance advised that under Minnesota Statutes, Section <br />13D.05, Subd.3, the meeting can move into closed session to discuss price and terms of sale. <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to move to <br />Closed Session to discuss acquisition negotiations. <br />Further discussion: Councilmember Tossey inquired whether there are any other buyers and <br />whether a closed session is necessary. Economic Development Manager Ted LaFrance replied <br />there are no other buyers at this point. However, a closed session is required to discuss price <br />negotiations. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeToumeau, <br />Backous, and Riley. Voting No: Councilmember Tossey.
