system and work with staff. He also announced his company does have financing options,
including payments broken out into 12 payments, quarterly payments, and a 5% discount.
Discussion took place whether the server only should be replaced, or the entire system and
whether there are sufficient funds for either choice.
Human Resources Manager Colleen Lasher noted there is an overage in the phone budget that
could be used.
IT Manager Jason Frederickson noted there is a sufficient amount allocated in IT to replace the
one server.
Councilmember Riley questioned whether other companies could provide a replacement system.
Police Chief Way explained this is under State Bid contract, which provides approved
businesses.
Councilmember Tossey inquired whether two cameras in the squad cars could be used instead of
the five proposed. He also asked if the cameras would be installed in both marked and unmarked
cars.
Mr. Wilson responded the standard has become at least three cameras in the squads, and more
often, five. This eliminates blind spots.
Police Chief Way replied the cameras would be in the marked squads.
City Administrator Ulrich asked what the savings would be to reduce the number of cameras
from five to three.
Mr. Wilson responded the savings would be roughly $560. He reminded the staff there is a
charge for installation. If cameras were added at a later date, there would be another installation
charge.
Finance Director Lund asked whether the Council preferred to pay with cash up front, or utilize a
payment option.
Councilmember Tossey mentioned that the next item on the agenda is the discussion of the use
of QCTV funds. He asked whether those funds could be used for this purchase.
City Administrator Ulrich responded that the QCTV funds could be utilized for this purchase.
Police Chief Way suggested utilizing funds from the police budget as well.
The consensus of the Council was to move forward with the purchase as discussed, with a lump
sum payment for a 5% discount.
City Council Work Session / May 27, 2014
