Absent: None. <br />Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to recommend that City <br />Council adopt Resolution #14 -04 -068 approving the proposed Interim Use Permit allowing the <br />use of an alternative surfacing material to expand an outdoor sales /display area contingent upon <br />the applicant entering into a Lease Agreement with the City for use of a portion of City - owned <br />property, amending Paragraph 2 substituting five years to read the duration of the lease with the <br />City or when MnDOT determines this property will be acquired for the Highway 10 expansion. <br />Further discussion <br />Commissioner Brauer recommended the plantings not be required. <br />Commissioner Bauer stated his motion would require screening within City Code and would not <br />specifically require plantings. <br />Motion Carried. Absent: None. <br />5.03: Review Sketch Plan for Parcel Owned by Village Bank located at 6080 Highway 10 <br />NW; Case of Village Bank <br />Presentation <br />Development Services Manager Gladhill presented the staff report stating the purpose of this <br />case was to review to submitted Sketch Plan for a seven (7) lot single - family subdivision that is <br />immediately adjacent to Rivlyn Avenue that will extend an existing cul -de -sac. The site is <br />located on the easternmost border of the City, adjacent to the City of Anoka. The purpose of the <br />Sketch Plan is to review the general layout of the proposed lots, street/cul -de -sac and overall use <br />of the property. He reviewed the comments received from Lano Equipment noting this company <br />had concerns with the compatibility of the development of seven single - family homes adjacent to <br />their business. He reported the subdivision (plat) application would require a Comprehensive <br />Plan Amendment, Zoning Amendment, and Easement Vacation. It was noted the site was <br />currently guided as Business Park and is located within the E -1 Employment District, and a <br />portion of the site is located within the Mississippi River Corridor Critical Area (MRCCA). The <br />request generally complies with the minimum standards of the R -1 Residential district; however, <br />there were some potential deficiencies in the minimum lot width, side yard setbacks and the <br />length of the cul -de -sac. Staff requested comment from the Commission and to then recommend <br />the applicant either begin or not begin preparing a preliminary plat for further review. <br />Planning Commission /April 3, 2014 <br />Page 5of11 <br />
