• Staff experience and technical competence <br />. Project understanding, approach, work plan, and ability to meet the project schedule <br />• Proposed fees <br />Based on these criteria, Staff scored Hakanson Anderson's proposal the highest, followed by WSB and Associates, then Bolton & Menk's. While staff feels that <br />any one of these 3 firms has the ability to complete the work as requested, Staff believes Hakanson Anderson's proposal shows that they have the greatest level <br />of project understanding, not only in terms of design but also of the required deliverables, and that Hakanson Anderson's proposed fee also provides the greatest <br />value when compared against their proposed staff hours for this project. <br />The proposed not -to -exceed fees identified in the three proposals received are as follows: <br />• $17,811 —Bolton & Menk (based on 169 staff hours = $105.39/hour) <br />. $55,945 — Hakanson Anderson (based on 589 staff hours = $94.98/hour) <br />• $59,136 — WSB & Associates (based on 479 staff hours = $123.46/hour) <br />While Bolton & Menk's proposed fees are by far the lowest, Staff believes their proposed hours and fees will not be adequate to complete the required work and <br />would therefore need to be increased as the project progressed. Staff also believes the proposed staff hours and fess provided by the other two firms more closely <br />align with the anticipated staff hours and fees required to complete the requested work. As such, Staff would not recommend awarding the contract to Bolton & <br />Menk based on their current proposal. <br />Alternatives: <br />Alternative #1 — Motion to authorize Award of Contract to Hakanson Anderson in a not -to -exceed amount of $55,945 for engineering services related to City <br />Improvement Project #14-24, Center Street Improvements — Sunwood Drive to East Ramsey Parkway. <br />Alternative #2 — Motion to authorize Award of Contract to in a not -to -exceed amount of $ <br />City Improvement Project #14-24, Center Street Improvements — Sunwood Drive to East Ramsey Parkway. <br />for engineering services related to <br />Alternative #3 — Motion to deny Award of Contract for Engineering Services for City Improvement Project #14-24 at this time. This is not a preferred <br />alternative by Staff as this would delay project delivery causing the City to miss an opportunity to provide an important roadway connection in The COR <br />utilizing awarded TOD grant funds up to $650,369. <br />Funding Source: <br />Funding for the required engineering services will be provided entirely by the TOD grant awarded from the Metropolitan Council. There is no local matching <br />requirement. This project is included in the current (2014 — 2018) CIP with grants and aids identified as the funding source.
