During the year, the City amended the <br />final expenditure budget for open positions that were not filled during the year and for department efforts <br />to control costs. As the graph displays, <br />expenditures decreased in all categories presented above, with the exception of other which increased <br />$67,887. The increase in other expenditures includes additional capital outlay of $83,215 over the prior <br />fiscal year. <br />
