Commissioner Ostrum asked if this applied to just the one side.

Parks/Utilities Supervisor Boos stated the north side would have a boulevard trail.

Commissioner Ostrum stated he would like to recommend the trail be maintained then.

Commissioner Olds stated if the trail would be maintained, he would like the association to
maintain it instead of the City.

Commissioner Shryock stated she finds it hard to comment on what is shown because there will
be a lot of changes to the drawings. She suggested on the new drawings, she would like to see
accounting for a sidewalk or path on the east side of the development.

Mr. Kangus stated they do not expect small children in this area.

Parks/Utilities Supervisor Boos stated he suggested there not be less trail within the plat than
what has already been proposed by the developer.

Commissioner LaMere stated they need to focus on pedestrian safety of the area.

Mr. Joe McDilda, 14321 Neon Street NW, Environmental Chair of the Environmental Task
Force for the City of Ramsey, summarized the recommendations from the Task Force regarding
the Village of Sunfish Lake with the Commission. He stated this is a precedent setting
development in the area and they need to be cautious in reviewing all the elements.

Commissioner Rolfe asked of the tree loss and tree replacement, what was the ratio.

Mr. McDilda stated at this time he could not answer that. He stated that until they get a tree
survey done, there is no way of answering this.

Parks/Utilities Supervisor Boos stated those standards would apply to the townhome area as well
as the single family homes because of the lot size. He stated in the townhome area, the trees per
unit have increased from one to at least two.

Ms. Sandy Birksit, 6001 146th stated based on the people at the planning and zoning meeting, she
did a survey of the people along the east and south side of the development. There were thirty
one houses they went to and out of the thirty one, twenty one said no for the sidewalk. She stated
they have been able to show with numbers the reasons why they do not want a sidewalk. She
stated she is concerned with the privacy issue around her property. She stated they plan to finish
the survey with more information.

Ms. Birksit asked where the two units were they would be eliminating.

Mr. Kangus stated the area has changed dramatically and he would not be able to show her at this
time. He stated their intent is to have the plans in this Monday.

Park and Recreation Commission/January 9, 2003
Page 5 of 9
