sidewalks are identified but she does not see this in the cottage area and for safety reasons, she
would like to see sidewalks along these.

Mr. Kangus stated he would like a recommendation from the Commission tonight in order to
continue with making the new drawings.

Commissioner Ostrum stated the reason they are so cautious regarding this, is because they have
been promised things in the past and it has not occurred.

The Commission recommended that sidewalks be identified in the cottage area and to maximize
the tree preservation and that the developer come with the recreational amenities clearly
identified.

Parks/Utilities Supervisor Boos stated they need to start to lay out a frame work to where park
dedication fees be directed to.

Commissioner Ostrum stated he would like to wait on this but have staff make recommendation
regarding this at the next meeting.

Commissioner Rolfe asked where the rounded trail came from.

Mr. Kangus stated the trail was the developer's idea.

Commissioner Rolfe stated that if they place a trail along the perimeter, they will be losing trees
everywhere except along the back area of the development. He stated he does not see any benefit
to anyone with a perimeter trail except to the development.

Mr. Kangus stated they are proposing to go into the fringe area and identify all the trees.

Commissioner Olds asked if there would be any benefit shifting the sidewalk on the east side to
push the boulevard back.

Mr. Kangus stated they could explore this but does not know the answer to this.

Parks/Utilities Supervisor Boos reviewed the information that was discussed with the
Commission.

Case #4: Traprock Commons Park's Riding Arena

Parks/Utilities Supervisor Boos explained the tin building within Traprock Park was declared
surplus property. The purpose of this case is to determine if the boards and posts that remain
should be removed or left in their present state. The Commission was to inspect the site in order
to make this decision.

Consensus of the Commission was to tear down the building and start over.

Park and Recreation Commission/January 9, 2003
Page 7 of 9
