Park and Recreation Commission <br />Meeting Date: 06/12/2014 <br />By: Mark Riverblood, Engineering /Public <br />Works <br />Title: <br />Consider Policy for Naming Public Facilities <br />Purpose /Background: <br />At the same time as the community building at Elmcrest Park nears completion, the suggestion has been made that <br />it could be dedicated in some manner, or have some element of it, dedicated to former leadership of Northern <br />Lights Soccer program. <br />In researching Ramsey's policy on public facility and park naming, it appears the City has no formalized policy for <br />naming public buildings. 1991 Resolution #91 -06 -138, only states " that all proposed public facility names shall <br />first go before the Park and Recreation Commission. In the case of parklands, the name shall be chosen before final <br />plat approval and will generally reflect the name of the subdivision or other significant geographical feature. Any <br />sign bearing the name of a public facility will be in accordance with City Code requirements for signs, and facility <br />names other than those of the subdivision that contains them will be brought before the City Council for approval ". <br />However, Ramsey's Resolution 09 -04 -075 and associated policy referencing donations gets a little closer, stating: <br />"If a financial contribution exceeding 60% of the cost of major planned improvements is made, naming rights for <br />new parks and recreational facilities may be granted through City Council approval ". <br />There is a number of sample naming policies adopted by municipalities are at the following URL if Commissioners <br />wish to copy and paste this into a search browser: http: / /www.mrsc.org/ subjects /pubworks /namingpolicies.aspx <br />Additionally, a few sample policies and procedures are attached for Commission information.
