COMMISSION BUSINESS <br />5.01: City Administrator's Update <br />Parks & Assistant Public Works Superintendent Riverblood stated City Administrator Kurtis <br />Ulrich will present a verbal update on the City' s implementation of the strategic plan and answer <br />any questions the commission may have regarding recent activity of the City. This is also an <br />opportunity for the Commission to discuss any general policy matters to ensure that the <br />Commission's philosophy is aligned with Council direction and the Strategic Plan. Mr. Ulrich <br />reviewed a PowerPoint presentation summarizing the Strategic Plan adopted in May of 2013. He <br />reviewed the Vision, Mission and Goals /Imperatives. He reviewed Financial Stability and noted <br />the annual general fund budget was reduced by $544,000. The City retained AA+ Bond Rating <br />and received a certificate of achievement in financial reporting for 2012 for the 19 consecutive <br />year. Mr. Ulrich noted a new Economic Development Manager, Ted LaFrance was hired. CBRE <br />a real estate broker has been hired to handle the disposition of City owned land available for <br />development. <br />City Administrator Ulrich showed a map indicating how the goal of Ramsey becoming a <br />connected community would develop. The Elmcrest Park's Community Building was approved <br />for construction with a $40,000 contribution from the Anoka Ramsey Athletic Association. The <br />trails and park connections are very important to the connected community. <br />City Administrator Ulrich reviewed another goal is a smart, citizen - focused government. He <br />reviewed the economic development initiatives and other processes. The county -wide effort of <br />crime mapping has been adopted. Another goal reviewed was to be an effective organization. <br />He showed a graph showing the staff levels from 2008 — 2013. A community survey will be <br />done among the residents. He showed a chart showing the Public Works 2013 CRM Requests. <br />An AVL system has been purchased and implemented. <br />City Administrator Ulrich showed a slide Success means with nine bullet points. <br />Commissioner Bennett thanked City Administrator Ulrich for the update and the City Council for <br />their support of the Park and Recreation Commission. <br />5.02: Consider Sale of City -Owned Parcel Southeast of the Future Lake Itasca Park <br />Parks & Assistant Public Works Superintendent Riverblood reviewed as part of the platting of <br />commercial property west of Armstrong Boulevard and east of Puma Street, where the existing <br />Bunker Lake Boulevard now exists, the city accepted land dedication in lieu of cash for Park <br />Dedication. This 4.11 acre parcel was accepted in 2011 not as a dedicated park, but as a vacant <br />parcel as the developer preferred not to satisfy Park Dedication with a cash payment.
