COMMITTEE BUSINESS <br />5.01: Review Feasibility Report Updates for Andrie Street Reconstruction <br />City Engineer Westby reviewed the staff report and past consideration of Andrie Street. He <br />stated staff was directed to bring the reconstruction costs up to date without a five-foot sidewalk <br />and to explore costs for widening the street and adding an on -road bike lane. City Engineer <br />Westby described the condition of Andrie Street and MSA requirements that must be followed. <br />He noted the staff report contains cost estimates based on a 36-foot road width with on -road bike <br />lane compared to a 32-foot road width plus a sidewalk. City Engineer Westby stated there are no <br />MSA funds available for this project so if moved forward, special assessments could come into <br />play, which would delay the process beyond construction in 2014. It was noted the franchise fee <br />option remains under consideration and it had originally been considered to assess the equivalent <br />of an overlay cost of $1,700 per parcel. Staff requested direction whether staff should double <br />check and verify the estimated costs for discussion at the June 17, 2014, Public Works <br />Committee. <br />Vice Chairperson Kuzma asked when the estimates for potential assessments would be available. <br />City Engineer Westby stated staff could prepare options and based on the last Council <br />discussion, likely percentages. He explained that if 20% of the project cost is divided by the <br />number of parcels, it would be in the $5,000 per property range, making it easier to prove <br />benefit. <br />Vice Chairperson Kuzma noted the more that is known about the level of assessments, the easier <br />to build a case for franchise fees. <br />City Engineer Westby stated this project is currently not in the City's CIP as it was probably <br />removed when the project was not let. It is staff's intent to add it to the 2016 CIP. <br />Councilmember Riley asked if the 2008 project was for resurfacing. <br />City Engineer Westby stated it was originally scheduled for an overlay project but one-half of <br />the residents brought a petition asking for reconstruction of Andrie and 164th Lane (but not the <br />cul-de-sac). <br />Councilmember Riley noted it is now one of the worst streets in the City and asked if this shows <br />what can happen when the Council does not do what it should have done; now increasing the <br />cost from an overlay to a reconstruction. <br />City Engineer Westby agreed that if an overlay had been done in 2008, it would not be in the <br />shape it is in today. <br />Public Works Committee / May 20, 2014 <br />Page 2 of 8 <br />
