Mayor Strommen stated if it presents a safety issue for the City's residents, the City should initiate the process but the question is whether to allow one resident to move the process forward. She stated requiring a petition by five residents is consistent with what is done for other considerations, such as for stop signs. Councilmember Riley stated he does not think even the request of five should involve the City so if it comes forward to the Council, he will vote no because he thinks it is not the City's problem to solve. Vice Chairperson Kuzma stated if a petition by five is the normal course followed, he would support staff' s recommendation. The majority consensus of the Public Works Committee was to require that the Traffic Control Modification Policy be followed and require a petition from five property owners or residents in the affected area before sending the Speed Zone Study forward to Anoka County. 5.04: Consider Crosswalk Installation Cost and Options Public Works Superintendent Riemer displayed pictures and described three options for crosswalk signs equipped with flashing lights as detailed in the staff report. He presented costs for each option, noting the flashing lights would alert motorists of the approaching crosswalk. Public Works Superintendent Riemer recommended using the pedestrian activated crosswalk system if it is the Public Works Committee's intent to install lighting systems at select crosswalk locations. This recommendation is based on the reasoning that if the motorist continually sees the flashing lights, but never encounters pedestrians in the crosswalk, the effectiveness of the flashing lights will be lost. He also recommended that this type of sign, if approved, be used consistently throughout Ramsey. Vice Chairperson Kuzma asked about the potential number of signs. Public Works Superintendent Riemer estimated 20 with a cost of $6,500 for each. Councilmember Riley stated with the Armstrong Boulevard crossing, the City asked Anoka County to contribute towards the cost. Public Works Superintendent Riemer stated the City is waiting for that answer as that project is not yet completed.
