HRA BUSINESS <br />5.01: Resolution #14-05-092 Approving Sale of Real Property to CommonBond <br />Communities <br />Executive Director LaFrance reviewed the staff report and terms of the Purchase Agreement with <br />CommonBond Communities. <br />Motion by Commissioner LeTourneau, seconded by Commissioner Kuzma, to adopt Resolution <br />#HRA-14-05-092 Approving Sale of Real Property Owned by the Ramsey Housing and <br />Redevelopment Authority of the City of Ramsey. <br />Further discussion: Commissioner Tossey stated he would oppose the motion. He explained <br />there is a significant subsidy that will be imposed on the residents, of which he does not approve. <br />He pointed out this is in the TIF District and the City will see no revenue in the General Fund. <br />Chairperson Backous explained the subsidy is collected through taxpayers of the County of <br />Anoka. He said he is not a supporter of imposing taxes. This project helps move taxation away <br />from the residents. He said this was an appropriate use of funds. <br />Motion carried. Absent: Commissioner Johns. <br />5.02: Consider Purchase Agreement between Casey's General Store and the Ramsey <br />HRA <br />Executive Director LaFrance reviewed the staff report and terms of the Purchase Agreement with <br />Casey's General Store. He noted an offer was received at 5:03 p.m. today. The HRA can move <br />into closed session if desired to discuss this item in detail. He noted if a closed session is <br />warranted, it may affect the discussion of the next two items. <br />City Administrator Kurtis Ulrich recommended discussing the case first to try to come to terms <br />with the current purchase agreement since it is almost at the end. The offer that came in at 5:03 <br />is with a developer the City has had experience with, and has not been able to agree on a <br />purchase agreement. If the current agreement cannot be agreed upon, then the HRA can discuss <br />the new offer put in earlier this evening. <br />The HRA reached consensus to begin discussion on Item 5.02 in open session. <br />Executive Director LaFrance stated Casey's has reviewed the revised purchase agreement and <br />reported they are comfortable with revisions, however, they wish to keep the language regarding <br />special service district out of the contract. <br />Chairman Backous questioned why this would be a special services district. <br />Housing and Redevelopment Authority / May 27, 2014 <br />Page 2 of 4 <br />
