Minnesota building code, and the building -based regulations in this Article. <br />Following completion of that process, the building official shall advise the <br />city clerk whether any conditions exist that would violate the City of <br />Ramsey building code, the State of Minnesota building code, and the <br />building -based regulations in this Article. <br />(3) If both the Chief of Police and the building official certify in writing <br />that no conditions or circumstances exist that would prevent the massage <br />establishment from holding a license under this Article, the city clerk shall <br />notify the City Council that the license will be renewed after the City <br />Council's next meeting unless the City Council acts to deny the renewal. <br />(c) A massage therapist holding a valid and duly issued license who is seeking <br />renewal of that license must submit his or her application for renewal to the City <br />Clerk. Upon completion of the application, the City Clerk shall forward the <br />application for a massage therapist license to the Chief of Police or an individual <br />designated by the Chief of Police. <br />(1) Upon receipt of the application, the Chief of Police shall initiate an <br />investigation of the applicant to determine, to the extent reasonable, <br />whether the information contained in the application continues to accurately <br />represent the circumstances of the applicant. Following completion of that <br />process, the Chief of Police shall advise the City Clerk whether any <br />material circumstances regarding the application and its contents have <br />changed from previous years in which the license was granted. <br />(2) If the Chief of Police certifies in writing that no circumstances exist <br />that would prevent the massage therapist from holding a license under this <br />Article, the City Clerk shall notify the City Council that such a license will <br />be issued after the City Council's next meeting unless the City Council acts <br />to deny the renewal. <br />Section 26 -858. Restrictions. <br />(a) No business required to be licensed under this Article shall employ any person <br />who has not attained eighteen (18) years of age. <br />(b) No business required to be licensed under this Article shall use or employ as a <br />massage therapist any person unless that person has a current license to perform <br />massage services under this Article. <br />(c) No business required to be licensed under this Article shall permit a member <br />of the public to enter or remain inside the business between the hours of 10:00 <br />p.m. and 8 a.m. <br />13 <br />
