City Administrator Ulrich replied the Council passed a limited franchise fee in 2005 or 2006. <br />Finance Director Lund responded the City did receive $400,000 and the City sunset the franchise <br />fee in nine months. <br />Councilmember LeTourneau stated the city does have history and proved it can govern these fees <br />responsibly. He mentioned if the language was added to the Amendment that the fees could only <br />be used on roads, it could not be used for an emergency. <br />Discussion took place whether the process of assessments should be revisited. The Public Works <br />Commission has recently discussed this issue and is ongoing. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Tossey, to direct the <br />Charter Commission to discuss the counter petition provision, and take action on a Referendum if <br />it so chooses, with the Council taking up this discussion with the budget discussion in the fall. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Tossey, Backous, <br />Johns, Kuzma, and Riley. Voting No: None. <br />
