Councilmember Pearson introduced the following resolution and moved for its adoption: <br />RESOLUTION #03-11-311 <br />A RESOLUTION IDENTIFYING FINDINGS, APPROVING A COMPRHENSIVE PLAN <br />AMENDMENT TO CHANGE A LAND USE DESIGNATION FROM LOW DENSITY <br />RESIDENTIAL TO MIXED USE, AND AUTHORIZING CITY STAFF TO SUBMIT AN <br />APPLICATION TO THE METROPOLITAN COUNCIL FOR AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN <br />WHEREAS, on June 5, 2003, the City of Ramsey received a request from property owners <br />on U.S. Highway 10 requesting an amendment to the Comprehensive Plan to change the future land <br />use designation of their properties located on U.S. Highway 10 from Low Density Residential to <br />Places to Work for the following legally described property: <br />The west 132 feet of Lot 6, Auditor's Subdivision No. 33, as measured at right angels <br />from the west line of said Lot 6, Anoka County, Minnesota. <br />And <br />That part of the Southwest Quarter of the Northwest Quarter of Section 19, Township 32, <br />Range 25, Anoka County, Minnesota lying south of U.S. Highway 10 as it now exists. <br />And <br />That part of Government Lot 4, Section 19, Township 32, Range 25, Anoka County, <br />Minnesota, lying south of U.S. Highway 10 as it now exists, except the easterly 158 feet. <br />And <br />The east 132 feet o f Lot 6, Auditor Subdivision 33, Anoka County, Minnesota <br />And <br />The easterly 158.00 feet of Government Lot 4, Section 19, Twonship 32, Range 25, <br />Anoka County, Minnesota, lying southerly of State Highway No. 10. <br />(The Subject Property) <br />AND WHEREAS, the Comprehensive Plan approved in 2002 shows the subject property <br />designated land use as Low Density Residential; and <br />WHEREAS, the property owners are requesting that the subject property designated land use <br />be changed to Places to Shop; and <br />WHEREAS, the Ramsey Planning Commission met on August 7, 2003, conducted a public <br />hearing, and recommended that the Ramsey City Council approve the request for an amendment to <br />the Comprehensive Plan; and <br />WHEREAS, the adjacent land uses are designated as Park and Open Space, Places to Work; <br />and Places to Shop; and <br />WHEREAS, the City finds that given the Subject Properties' unique location between U.S. <br />Highway 10 and the Mississippi River, a land use designation of Mixed Use is appropriate for the <br />Subject Property. <br />
