At the public hearing held on August 7, 2003, the Planning Commission heard different opinions
from the property owners on what the land should be designated. One property owner, who has a
residence on one of the parcels in question, would like to have the area remain designated as
residential. Another property owner indicated that it should remain commercial, but seemed to
find the commercial residential split acceptable. A real estate broker representing a property
owner requested that the whole area be designated commercial.
After the public hearing and further discussion, the Planning Commission decided to recommend
that the Comprehensive Plan be amended to have the upper third of the properties to be
designated as Places to Shop (Commercial) with the remaining two-thirds of the properties
remain as residential.
On August 26, 2003, the City Council tabled consideration on the Comprehensive Plan
Amendment request to a City Council work session in order to consider designating the land as
Mixed Use. The City Council met on October 7, 2003 in work session to discuss the possibility
of designating the parcels under discussion to Mixed Use. Consensus from the discussion was
that the Staff should bring forward a Comprehensive Plan Amendment to designate the land as
Mixed Use (See attached draft minutes).
The mixed-use designation would allow for a mixture of residential and commercial uses on the
property. The property would be zoned MU -PUD which allows for both commercial and
residential activities. The MU -PUD District requires a minimum of 70% of the area be used for
residential uses. Staff has attached a copy of the recently adopted MU -PUD zoning district.
Recommendation:
Staff recommends approval of the Comprehensive Plan Amendment to change the subject
properties from Low Density Residential to Mixed Use
Planning Commission Action:
Motion to recommend that the City Council adopt a resolution approving the change from Low
Density Residential to Mixed Use for properties located on Highway 10.
-or-
Motion to recommend that the City Council deny the request for a Comprehensive Plan
Amendment.
Reviewed by:
Community Development Director
Associate Planner
PC: 11/06/03
Copies to:
City Administrator
City Attorney
