Another property owner indicated that it should remain commercial, but seemed to
find the commercial residential split acceptable. A real estate broker representing a property
owner requested that the whole area be designated commercial.
After the public hearing and further discussion, the Planning Commission decided to recommend
that the Comprehensive Plan be amended to have the upper third of the properties to be
designated as Places to Shop (Commercial) with the remaining two-thirds of the properties
remain as residential.
Recommendation:
Staff and Planning Commission recommend approval of the Comprehensive Plan Amendment to
change the northern third of the five lots on Highway 10 from Low Density Residential to Places
to Shop, while the southern two-thirds will remain Low Density Residential. However, due to the
discussion at the August 7th Planning Commission, the City Council may want to designate these
properties as mixed-use similar to the land north of the Rivenwick neighborhood south of Hwy.
10. Staff will be prepared to discuss this option at the Council meeting if the City Council has a
desire to explore this option further.
City Council Action:
Motion to recommend that the City Council adopt a resolution approving the change from Low
Density Residential to Places to Shop for the upper third of the properties located on Highway
10.
-or-
Motion to recommend that the City Council deny the request for a Comprehensive Plan
Amendment.
-or-
Motion to table action on the Comprehensive Amendment to explore designating the parcels in
question as Mixed Use.
Reviewed by: Copies to:
Community Development Director City Administrator
Associate Planner City Attorney
CC: 08/26/03
