revisions to the sketch plan and has submitted a preliminary plat that attempts to address the <br />concerns. Principal Planner Trudgeon noted that staff did have a meeting to discuss the narrower <br />roads .from a public safety and snow plowing perspective. It was staff's opinion that the road <br />should be 32 feet wide, but with a 50-foot right of way. <br /> <br />Councilmember Cook inquired as to how the wider road requirement would impact the cottages. <br /> <br />Principal Planner Trudgeon noted that the lots are currently shown to be 10 feet from the right of <br />way and then another 12 feet of boulevard. If they widen the road, the housing setbacks will be <br />reduced on the cottage homes. <br /> <br />Councilmember Cook inquired if the developer would be requesting a variance for setbacks. <br /> <br />Principal Planner Trudgeon replied yes, explaining that the developer will be requesting approval <br />of a planned unit development, which allows for deviations of City Code without going through <br />the variance process for each instance. <br /> <br />Councilmember Cook stated that narrowing the roads has been done in other developments and <br />has been successful with reducing speeds in neighborhoods. He inquired if it was unreasonable <br />to think that they might want to reduce the speed in the neighborhoods by narrowing the roads. <br /> <br />Principal Planner Trudgeon stated that certainly one of the goals is to keep traffic slow and make <br />a pedestrian friendly neighborhood, but there are also concerns with snow plowing and public <br />safety that have to be considered as well. <br /> <br />Councilmember Zimmerman stated that in his opinion everything is being crunched and safety is <br />being jeopardized. <br /> <br />Consensus of the Council was to require the 32-foot wide street. <br /> <br />Principal Planner Trudgeon pointed out that there are two instances where there is one-way <br />traffic lanes that are proposed to be 16 feet wide. It was staff's opinion that those roads should <br />be 20 feet wide. <br /> <br />Councilmember Elvig inquired if it was feasible to have the reduced setbacks and provide snow <br />storage with doublewide driveways, wider streets, and sidewalks. <br /> <br />Principal Planner Trudgeon explained that they would provide room for snow storage in an area <br />before the sidewalk <br /> <br />Councilmember Pearson inquired as to how wide a snowploTM is with the wing. <br /> <br />Public Works Supervisor Reimer replied 13 to 16 feet. <br /> <br />City Council/January 21, 2003 <br /> Page 2 of 9 <br /> <br /> <br />
