Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to Adopt <br />Resolution #14 -06 -123 Authorizing a Professional Services Contract with Barna, Guzy and <br />Steffen to Draft a Joint Powers Agreement for Shared Fire Services. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, and <br />Johns Voting No: Councilmembers Riley and Tossey. Absent: Councilmember Backous. <br />7.07: Adopt Resolution #14 -06 -121 Identifying the Need for Livable Communities Transit <br />Oriented Development Funding and Authorizing an Application for Grant Funds <br />Economic Development Manager LaFrance reviewed the staff report and recommendation for <br />authorization to submit an application for grant funds from the Metropolitan Council's Livable <br />Communities Program to assist Common Bond in the development of a 47 -unit affordable transit <br />oriented apartment complex. <br />Councilmember Tossey stated why he had opposed the Common Bond project as an HRA <br />Commissioner and Councilmember and his intent to remain consistent and also oppose this <br />request. <br />Councilmember LeTourneau noted Common Bond is a premier developer of a housing stock that <br />is desired in Ramsey. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Kuzma, to Adopt <br />Resolution #14-06-121 Identifying the Need for Livable Communities Transit Oriented <br />Development Funding and Authorizing an Application for Grant Funds. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Kuzma, Johns, <br />and Riley. Voting No: Councilmember Tossey. Absent: Councilmember Backous. <br />8. MAYOR, COUNCIL AND STAFF INPUT <br />Acting City Administrator Brama announced upcoming meetings and events and provided an <br />update on Mississippi River and Rum River levels, advising staff will continue to monitor river <br />levels /flood conditions and keep the Council updated. <br />Mayor Strommen stated her appreciation for the patience of residents experiencing road <br />construction projects. She asked staff to hold a conversation with neighboring communities <br />about better coordinating road construction projects. <br />City Engineer Westby stated staff does attend a meeting in the spring with other jurisdictions to <br />review upcoming construction projects and address opportunities for coordination. <br />Councilmember Tossey commented on extremely long delays experienced due to rail traffic and <br />support for the Armstrong Boulevard overpass. <br />City Council / June 24, 2014 <br />Page 9 of 10 <br />
