Motion by Councilmember Riley, seconded by Councilmember Tossey, to submit an application <br />for a Comprehensive Plan Amendment to allow for Single Family Residential land use only on <br />the old Municipal Center site. <br />Further discussion: Councilmember Kuzma suggested language be added regarding park <br />dedication. Community Development Director Gladhill replied any amount of detail can be <br />added to a Comprehensive Plan amendment, so this wording could be added at a later date. <br />Councilmember LeTourneau said he is pleased this will be a residential opportunity based on the <br />discussion earlier. He noted he will recommit to look for opportunities to contribute to the City's <br />tax base. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Tossey, Backous, <br />Johns, and Kuzma. Voting No: Councilmember LeTourneau. <br />Councilmember Backous left the meeting at 9:48 p.m. <br />7.02: Consider Award of Contract for Engineering Services for City Improvement <br />Project #14 -24, Center Street Improvements — Sunwood Drive to East Ramsey <br />Parkway <br />City Engineer Westby reviewed the staff report and recommendation to award a contract to <br />Hakanson Anderson in a not -to- exceed amount of $55,945 for engineering services related to <br />City Improvement Project #14 -24, Center Street Improvements — Sunwood Drive to East <br />Ramsey Parkway. <br />Motion by Councilmember Riley, seconded by Councilmember Tossey, to authorize Award of <br />Contract to Hakanson Anderson in a not -to- exceed amount of $55,945 for engineering services <br />related to City Improvement Project #14 -24, Center Street Improvements — Sunwood Drive to <br />East Ramsey Parkway. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Tossey, Johns, Kuzma, <br />and LeTourneau. Voting No: None. Absent: Councilmember Backous. <br />7.03: Consider Change Order #1 for City Improvement Project #13 -13, Armstrong <br />Boulevard Trail Extension — Alpine Drive to 161st Avenue <br />City Engineer Westby reviewed the staff report and recommendation to approve Change Order <br />#1 in the amount of $19,440.00 to avoid project delays and ensure that the awarded DNR grant <br />funds can be encumbered to help pay for this project. <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to approve <br />proposed Change Order #1 in the amount of $19,440.00 for City Improvement Project #13 -13; <br />Armstrong Boulevard Trail Extension — Alpine Drive to 161S Avenue. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, Johns, <br />Riley, and Tossey. Voting No: None.
