City Administrator Ulrich replied the Council passed a limited franchise fee in 2005 or 2006. <br />Finance Director Lund responded the City did receive $400,000 and the City sunset the franchise <br />fee in nine months. <br />Councilmember LeTourneau stated the city does have history and proved it can govern these fees <br />responsibly. He mentioned if the language was added to the Amendment that the fees could <br />only be used on roads, it could not be used for an emergency. <br />Discussion took place whether the process of assessments should be revisited. The Public Works <br />Commission has recently discussed this issue and is ongoing. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Tossey, to direct the <br />Charter Commission to discuss the counter petition provision, and take action on a Referendum <br />if it so chooses, with the Council taking up this discussion with the budget discussion in the fall. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Tossey, <br />Backous, Johns, Kuzma, and Riley. Voting No: None. <br />7. COUNCIL BUSINESS <br />7.01: 15153 Nowthen Boulevard Property Development: Consider Comprehensive Plan <br />Amendment Application <br />Community Development Director Gladhill reviewed the staff report and recommendation to <br />submit an application for a Comprehensive Plan Amendment to allow for either residential land <br />use only, or residential and data center land uses on the old municipal center site. He walked <br />through a detailed PowerPoint presentation. He pointed out the goal of this meeting is to start <br />discussion of what type of use would be appropriate for this area. No final decisions on the <br />Comprehensive Plan will be made at this meeting. <br />Councilmember Johns asked if the decision would be to zone for residential and a data center, <br />could both be marketed at once. <br />Community Development Director Gladhill replied both types could be marketed at the same <br />time. He noted there is a demand for single family residential. He pointed out the EDA <br />recommendation was to have the Council decide if a data center in this location makes sense. He <br />noted it is likely some type of financial assistance will be needed for a data center. It is unknown <br />what the assistance needed will be, or whether that would mean reducing cost of the land, or <br />using other tools. A subsidy would not be needed for residential land. <br />Glenn Weakly, 5931 151s Lane NW, Ramsey, stated most homeowners bought their homes in <br />the area based on proximity to schools, etc. This is a change from what realtors told the <br />homeowners.
