Executive Director LaFrance explained a certain charge could be leveraged in a special service <br />district for upkeep with extra amenities for beautification and aesthetic reasons. This only <br />applies to commercial and industrial properties if the maintenance costs are higher than average. <br />City Administrator Ulrich further noted it is appealing to a certain market to have upgraded <br />landscaping and such that the City would not provide maintenance on. <br />A consensus was reached to leave out the special services district language and move forward <br />with the purchase agreement. <br />Executive Director LaFrance indicated the previous earnest money issues have been resolved and <br />this was the only outstanding issue for this purchase agreement. <br />Motion by Chairman Backous, seconded by Commissioner Kuzma, to Authorize Staff to Enter <br />into a Purchase Agreement between Casey's General Store and the Ramsey HRA as amended <br />and leave out special services district language with final approval by the City Attorney. <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Kuzma, LeTourneau, Riley, <br />Strommen, and Tossey. Voting No: None. Absent: Commissioner Johns <br />5.03: Resolution #14 -05 -093 Approving Sale of Real property Owned by the HRA to <br />Casey's General Store <br />Executive Director LaFrance reviewed the staff report and terms of the sale to Casey's General <br />Store. <br />Motion by Commissioner Riley, seconded by Commissioner Tossey to adopt Resolution #HRA- <br />14-05 -093 Approving Sale of Real Property Owned by the Ramsey Housing and Redevelopment <br />Authority of the City of Ramsey. <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, Tossey, Kuzma, <br />LeTourneau, and Strommen Voting No: None. Commissioner Johns. <br />6. EXECUTIVE DIRECTOR'S REPORT <br />HRA Executive Director LaFrance stated the Planning Commission is considering the feasibility <br />of a business park for future businesses. <br />City Administrator Ulrich reported the legislature approved funding for the Armstrong <br />interchange, and he thanked the members that worked on that issue. <br />Commissioner LeTourneau requested the Commission discuss the Special Services District <br />Ordinance in a future meeting in order to reinforce it or eliminate it. <br />Housing and Redevelopment Authority / May 27, 2014 <br />Page 3 of 4 <br />
