Commissioner introduced the following resolution and moved for its adoption: <br />RESOLUTION #14-07-127 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0929 RELATING TO A REQUEST <br />FOR A VARIANCE FROM THE MAXIMUM CUL-DE-SAC LENGTH RESTRICTION <br />WHEREAS, Eric and Karla Thomsen, hereinafter referred to as "Applicant", have <br />properly applied for a variance to the maximum allowable cul-de-sac length of 600 feet established <br />in Section 117-614 Subd. (c)(3) of the Ramsey City Code on the property generally located east <br />of Rabbit at the terminus of 171 st Ave and legally described as follows: <br />That part of the south 560 feet of the Northeast Quarter of the Northwest Quarter of <br />Section 8, Township 32, Range 25 lying west of the east 542 feet thereof; as <br />measured along the north line of said Quarter Quarter, except road subject to <br />easement of record, Anoka County, Minnesota. <br />(the "Subject Property") <br />NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to <br />Section 117-53 (Variances) of the Ramsey City Code on July 10, 2014, and that said public <br />hearing was properly advertised, and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br />2. That the Subject Property is zoned R-1 Single Family Residential and the Applicant has made <br />proper application to the City to plat the Subject Property into three (3) single family lots. <br />3. That Section 117-614 Subd. (c)(3) of City Code limits the length of a cul-de-sac to 600 feet. <br />4. That 171st Ave currently terminates approximately 525 feet from the centerline of the right of <br />way of Rabbit Street, the nearest intersecting street. <br />5. That the proposed plat of Rabbit Meadows will extend 171' Ave another 226 feet into the <br />Subject Property for a total length of 751 feet. <br />6. That 171 st Ave presently terminates in a hammerhead configuration which does not provide <br />sufficient maneuverability for snow plow trucks or fire apparatuses, creating public safety <br />concerns. <br />7. That the extension of 171' Ave would terminate in a full cul-de-sac, eliminating the <br />aforementioned public safety concerns. <br />8. That the Subject Property cannot meet City requirements without exceeding the 600-foot cul- <br />de-sac length. <br />
