Review File: Preliminary Plat Review (July 3, 2014) <br />Ridgepointe <br />Page 5 of 10 <br />At the April 3, 2014 Planning Commission Meeting, the Planning Commission reviewed the Sketch Plan for the same Plat. <br />At that time, the Planning Commission recommended that the Applicant not proceed forward with the next steps in review <br />until completion of the Highway 10 Access Planning Study, as any Comprehensive Plan Amendment would be potentially <br />impacted by the current Highway 10 Access Planning Study. This recommendation was supported by the City's Economic <br />Development Authority (EDA) and Public Works Committee. <br />It was originally anticipated that this study would be completed in June, 2014. However, additional time is necessary to <br />review all comments received regarding the study alternatives and adjust the alternatives accordingly, as the study <br />encompasses a large geographic area, variety of land use types, significant stakeholder involvement, and varying degrees <br />of impact. The official public process for the Highway 10 Access Planning Study was completed on June 25, 2014. It is <br />anticipated that this final study document will be completed later in July or early August, at which point the entities of <br />Mn/DOT, Anoka County, City of Anoka, City of Ramsey, and City of Elk River would consider formally adopting the study <br />and move into preliminary design, environmental review, and final design processes for portions of the study, as well as <br />funding source review. It is still anticipated that the study will be considered for formal adoption in 2014. <br />Additionally, the Planning Commission requested the City initiate a citizen engagement process to outline the potential <br />parameters of any future Comprehensive Plan Amendment. City Staff has capitalized on the Highway 10 Access Planning <br />Study as a mechanism to gather public input and to better coordinate the two studies (transportation and land use). The <br />City was able to capitalize on several public input opportunities of the Highway 10 Access Planning Study over the past <br />twelve (12) months that can help formulate a recommendation on this plat: <br />1. Three (3) Business and Stakeholder Meetings <br />2. Three (3) Open Houses <br />3. Individual follow up based on comments/Individual Stakeholder Meetings and Conversations. <br />Additionally, the City has documented feedback from 2004-2005 from residents of Rivlyn Avenue that can be used for <br />review of this plat. Finally, the City did host an Open House as a direct result of the proposed plat on April 3, 2014, <br />which did not yield a high degree of participation. <br />As part of the Highway 10 Access Planning Study, the question of redevelopment potential was raised by <br />participants/stakeholders as a result of future roadway improvements. This was a similar question raised by the Planning <br />Commission in Sketch Plan Review of this plat. Using the feedback from above and following up with individual <br />stakeholders and property owners, Bolton and Menk, Mn/DOT's consulting engineer on the study, developed a series of <br />land use concepts. The concepts were developed at the suggestion of those stakeholders participating in the study review, <br />which included both residential and commercial/industrial stakeholders in the area. These are not Citv approved nor <br />endorsed redevelopment plans, rather a tool for the Planning Commission to utilize in formulatin& a recommendation <br />for a Comprehensive Plan Amendment. Further note: these scenarios are not part of the Comprehensive Plan <br />Amendment under review. These are simply intended to illustrate the comments received during the study for further <br />review. These would need further economic and market analysis, but do attempt to illustrate scenarios in which the <br />current proposed plat could fit within future redevelopment opportunities (or within the existing built environment). There <br />is no guarantee or promise that anv of these scenarios will become a reality. Scenario Hi is the most relevant to existing <br />conditions. <br />Report continues on next page. <br />
