Review File: Preliminary Plat Review (July 3, 2014) <br />Ridgepointe <br />Page 8 of 10 <br />In reviewing the Highway 10 Access Planning Study Local Road Alternatives and Land Use Scenarios, the Planning <br />Commission could recommend that the City Council eliminate one of the Local Road Alternatives from further <br />consideration. <br />Avvroval of the vrovosed vlat would on its own eliminate Tungsten Street Area Local Road Alternative #2 from further <br />consideration. <br />Development Fees: Park Dedication, Trail Development, Sanitary Sewer Trunk, Water Trunk, and Stormwater <br />Management Fees shall be due on the Plat. These fees are collected at the time and at the rate the Final Plat is recorded. <br />Sanitary Sewer and Water Lateral Benefit Fees are not required, as these services are proposed to be built as part of the <br />development (not connecting individual services to existing water and sewer system). The Park and Recreation <br />Commission shall review and make a recommendation regarding Park Dedication and Trail Development Fees. At this <br />time, Staff recommends that a cash contribution be used to satisfy Park Dedication and Trail Development requirements. <br />Mississippi River Trail. The City of Ramsey, in coordination with the City of Anoka, has approved the Mississippi River <br />Trail project that impacts this site. The trail alignment is indicated on the Preliminary Plat. Construction of the project has <br />already commenced, and work will begin on the Subject Property in 2014. This road easement is no longer needed <br />for motor vehicle access to King's Island (Anoka), but can be utilized for construction of the Mississippi River Trail. The <br />existing easement is larger than necessary for trail purposes, and portions can be vacated. <br />Staff had attempted to work diligently with the previous Property Owner, as well as the current Property Owner (Village <br />Bank) in the past to identify an alternative alignment of the trail that maximized the development potential of the site, <br />while still maintaining design criteria for the Mississippi River Trail. The City and Property Owner were unable to arrive <br />
