Review File: Village Bank <br />Major Plat Preliminary Plat Request <br />Page 2 of 3 <br />Topsoil: The newly created lots will need to have four (4) inches of topsoil meeting the City's topsoil <br />specification across all disturbed areas not otherwise improved with walkways, driveway, and home. A <br />topsoil inspection is required prior to landscaping being installed and copies of the load tickets are required <br />as well. This is reviewed at time of Building Permit Application and request for Certificate of Occupancy <br />for the newly created lots. Note: any wetlands within the limits of construction will need to be delineated <br />and marked so that the wetland boundary is evident. The flood fringeffloodway boundary will also need to <br />be identified/marked. No topsoil or other fill is permitted within any wetland or within the floodway. <br />Floodplain: Portions of the property are within a designated floodplain, which includes both flood fringe <br />and floodway designations. No fill can be placed within the floodway portion of the floodplain without <br />first obtaining a Conditional Use Permit (and <br />must be demonstrated that it will not cause any <br />increase in the stage of the 100-year flood). <br />Placing more than 1,000 cubic yards of fill <br />(cumulatively) within the flood fringe would <br />also require a Conditional Use Permit. The <br />floodplain shall be clearly identified on the <br />Preliminary Plat submittal and should <br />distinguish between the floodway and flood <br />.fringe areas. The following additional <br />comments are offered: <br />• The submittal information shall include <br />scaled plans that identify the following in <br />relation to watercourse channel: <br />o Location, dimensions and elevations of <br />each lot <br />o Proposed structures <br />*Approximate Boundaries <br />*Blue line = Floodway <br />*Purple area = floodplain <br />o Areas of fill (and specific quantities) <br />• The lowest floor elevation of all structures shall be at or above the Regulatory Flood Protection <br />Elevation (RFPE), which is, at a minimum, one (1) foot above the Base Flood Elevation <br />(BFE) plus any increases in flood elevation caused by encroachments on the floodplain that <br />result from designation of a floodway (847.5 ft). <br />• If fill will be used within the flood fringe area to elevate building pads to or above the RFPE, <br />this will require a Letter of Map Change (LOMC) from the Federal Emergency Management <br />Agency (FEMA). The Applicant shall provide evidence of receipt of the LOMC prior action <br />on the Final Plat. <br />• For the portions of property within the flood fringe area, fill shall be properly compacted and <br />the slopes shall be properly protected by the use of rip -rap, vegetative cover or other <br />acceptable method. FEMA has established criteria for removing the special flood hazard area <br />designation for certain structures properly elevated on fill above the 100-year flood elevation, <br />FEMA's requirements incorporate specific fill compaction and side slope protection <br />standards for multi -structure or multi -lot developments. These standards should be <br />investigated prior to the initiation of site preparation if a change of special flood hazard area <br />designation will be requested. <br />• All new principal structures must have vehicular access at or above an elevation not more <br />than two (2) feet below the RFPE. <br />
