VISION <br />The City has identified the area generally west of Armstrong Boulevard along the Bunker Lake Boulevard <br />extension as the primary area of focus for a future business park within the City of Ramsey. It is the intent of the <br />City to facilitate private market success for this future development. It is not the intent of the City to acquire <br />property except for key, unique circumstances. <br />Please see Exhibit A for the primary area of focus and desired land uses. <br />Additionally, the City envisions a balances approach to a mix of employment, retail, and housing opportunities <br />that support the goal of the City to build upon a successful tax base and provide a variety of housing types and <br />prices. <br />PARAMETERS <br />Listed below are a number of parameters intended to develop a clear, consistent, transparent and fair process <br />the City, prospective developers, property owners and Staff can rely on as proposals and inquiries are received. <br />1. Components <br />a. Comprehensive Plan. The City's Comprehensive Plan is the foundation and guiding policy for <br />future land development. The Comprehensive Plan sets out a vision and goals for future land <br />use used to develop a Future Land Use Map. The Future Land Use Map is used to develop <br />forecasts for number of households, population, and employment that result from future <br />development consistent with this Future Land Use Map. These forecasts are in turn used to <br />develop System Plans necessary to support the desire land use including, but not limited to, <br />transportation, water (supply and waste -water treatment), stormwater, as well as parks, trails, <br />and open space. <br />i. Existing Land Use Designations within the impacted area <br />1. Business Park <br />2. Low Density Residential <br />3. Medium Density Residential <br />4. High Density Residential <br />b. Zoning Code. Following any amendment to the City's Comprehensive Plan, the City's official <br />controls must be amended as well. The City's Zoning Code is the official control that implements <br />the Comprehensive Plan and provides the legal basis for the City to guide private development. <br />The City is divided up into several Zoning Districts <br />i. Existing Zoning Districts <br />1. E-1 or E-2 Employment <br />2. R-1 Residential (MUSA) <br />3. R-2 Residential <br />4.
