Vision, Values Statement, Goals, and Implementation Strategy. This also serves as the <br />foundation for City's Zoning and Subdivision Code as well as the Official Zoning Map. <br />ii. Official Zoning Map. Following approval of the Comprehensive Plan Amendment, the <br />City will also need to amend the Official Zoning Map. <br />iii. Zoning Code Text Amendment. It is assumed that the City will utilize one of its existing <br />employment zoning districts (E-1 Employment District, E-2 Employment District). In <br />previous discussions surround the future office park (south of Highway 10), it was the <br />desire of the Planning Commission to utilize one of the already existing zoning districts. <br />With that in mind, the request will not require a text amendment to the Zoning Code <br />unless otherwise directed by the Planning Commission. <br />iv. Site Layout Concepts. The City will provide basic site layout concepts to illustrate the <br />viability of a market relevant business park and will be used to study whether the <br />physical conditions of the area can truly support this type of land use. This information <br />is necessary to determine employment and housing forecasts. This information will also <br />be used to develop project a pro -forma and financial analysis. The concepts will assist <br />the Planning Commission determine the size and scale of users that the future business <br />park will attract, whether the potential size of users is consistent with the <br />Comprehensive Plan, and whether the potential size of users is consistent with current <br />market conditions. <br />v. Household, Population and Employment Forecasts. Another key component of any <br />Comprehensive Plan Amendment is to develop household, population, and <br />employment forecasts. This information will be required by the Metropolitan Council in <br />order to review any Comprehensive Plan Amendment. This information will be derived <br />from a combination of the Future Land Use Map and Site Layout Concepts. <br />vi. Infrastructure Study. The City will also study infrastructure needs based on household, <br />population, and employment forecasts to support the suggested land use.
