Mr. Feges replied yes.

Councihnember Pearson inquired as to how Ramsey Town Center was marketing to attract
businesses to the area.

Mr. Feges replied that they are marketing to draw local businesses, as well as, businesses
nationwide. Their goal is to have a 50/50 mix.

Councilmember Elvig stated that he could see a draw for people to come to the area for unique
products, and inquired if it was the intention of Ramsey Town Center LLC to provide a certain
atmosphere.

Mr. Feges replied yes as it relates to entertainment and restaurants.

Mayor Gamec suggested that Ramsey Town Center LLC send out letters to the local businesses,
including businesses in Anoka, providing them an opportunity to be located within the Town
Center.

Councilmember Elvig inquired if the Ramsey Town Center LLC group will be doing the
soliciting of retail or will that be turned over to the secondary developers.

Mr. Feges replied that currently Ramsey Town Center LLC is doing the solicitation. They are
looking for a secondary developer to develop the retail portion, but if they are unable to find
someone to step up to the plate and meet their requirements they will continue to handle the retail
development. They will not compromise the project.

Councilmember Kurak stated that to lose the vision would be traumatic to everyone. She wants
to make sure that the vision of having something identifiable to the City of Ramsey stays. Ms.
Kurak inquired if the group was still considering the residential units on top of the retail areas
and structure parking rather than larger parking lots.

Members of the Ramsey Town Center LLC group explained that the structured parking is
integral to what they are doing. The market is somewhat sensitive to the vertical mixed-use so
what they are trying to do is to integrate rental and for-sale units.

Councilmember Kurak inquired as to the status of the discussions with staff regarding the
location of the park and ride facility.

Mr. Feges replied that it has always been their vision to have the station located in a permanent
spot. They could take action very quickly to get the facility operating in the event the funds are
made available.

City Council/February 18, 2003
