Purpose/Background: The purpose of this case is to consider reclassifying the Development Services Manager, Mr. Tim Gladhill, to Community Development Director. Staff recommends this reclassification based on the City's public service needs, exceptional performance, future retention, and follow through with the strategic plan. It should be noted, during the 2013 strategic planning process, this position was slated to be reclassified in January 2015. However, the Development Services Manager has been performing the role of a Community Development Director in a sustained manner, overseeing many high priority projects that are critical to the City, it is staffs recommendation to reclassify the position now. Mr. Gladhill has shown a continued desire to develop professionally as a City of Ramsey employee, dating back to October 2000, as follows: Professional Growth • Hired as a Public Works Seasonal Worker, October 2000 • Hired as a regular full-time Public Works Maintenance Worker, March 2001 • Resigned to become a full-time student at Mankato State, August of 2002 • Rehired as a Seasonal Worker, 2003 and 2004 • Hired as a temporary Management/Planning Intern, June 2006 • Hired as a regular Associate Planner, in 2008 • Reclassified to Senior Planner, February 2011 • Reclassified to Development Services Manager, July 2012 Professional Roles • Chair, LOGIS GIS Policy Committee (circa 2008/9) • Co -Chair, American Planning Association, Minnesota Chapter Annual Conference (2011) • Vice -President, American Planning Association, Minnesota Chapter (2012 — current) • Deputy Director Ramsey HRA Education Minnesota State University, Mankato • Bachelors of Science in Urban and Regional Studies, June 2006 • Bachelors of Science in Geography, June 2006 University of Minnesota • Masters in Geographic Information Science (MGIS), December 2011 • Minor in Public Policy, December 2011 Lastly, Tim has served on the Labor Management Committee, he continues to be a valued member of the Management Team , and he is respected by his peers and staff.
