7.04: Consider Adoption of Resolution #14-05-081 Accepting Quotes and Awarding <br />Contract for Alpine Drive Quiet Zone Improvements <br />City Engineer Westby reviewed the staff report and recommendation to adopt a resolution <br />accepting quotes and authorizing award of contract for the Alpine Drive Quiet Zone <br />Improvement Project. He presented the quotes received for this project and recommended <br />funding sources. If approved, the project would be constructed within the 180-day permit (by <br />June 20). <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to Adopt <br />Resolution #14-05-081 Accepting Quotes and Authorizing Award of Contract for Improvement <br />Project 14-21; Alpine Drive Quiet Zone Improvements, and authorizing staff to pay BNSF for <br />the required insurance and flagging personnel to construct the improvements and to submit the <br />required notices for establishing a Quiet Zone at the Alpine Drive railroad crossing once work is <br />complete. <br />Further discussion: The Council cautioned staff to assure construction meets the strict standards <br />of the railroad to qualify for a Quiet Zone. Staff was asked to determine who had prepared the <br />previous set of plans that were short of the width requirement. <br />Motion carried. Voting Yes: Mayor Pro Tem Backous, Councilmembers Kuzma, LeTourneau, <br />Riley, and Tossey. Voting No: None. Absent: Mayor Strommen and Councilmember Johns. <br />7.05: Consider Adoption of Resolution #14-05-091 Requesting the Removal of Concept 3- <br />4-1 (Ramsey Boulevard Concepts #2 and #4) from the TH 10 Access Planning Study <br />City Engineer Westby explained that since the case report was prepared, staff has held discussion <br />with Mn/DOT and Bolton & Menk (consultant who completed the TH 10 Access Study) and <br />drafted a Resolution for the Council's consideration. He presented staff's recommendation to <br />adopt a resolution requesting removal of Concept Plan 3-4-1 (Ramsey Boulevard Concepts 2 and <br />4) from the TH 10 Access Planning Study. <br />City Administrator Ulrich displayed an aerial photo of the subject site and described the <br />proposed overpass locations, noting the impact to several acres of valuable private properties. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to Adopt Resolution <br />#14-05-091, Requesting R of Concept Plan 3-4-1, Ramsey Boulevard Concepts #2 and #4, from <br />the Trunk Highway 10 Access Planning Study. <br />Motion carried. Voting Yes: Mayor Pro Tem Backous, Councilmembers Riley, Kuzma, <br />LeTourneau, and Tossey. Voting No: None. Absent: Mayor Strommen and Councilmember <br />Johns. <br />7.06: Consider Accepting Plans and Specifications and Authorizing Bids for <br />Improvement Project 14-01, 2014 Street Maintenance Program Phase 2 <br />City Council / May 13, 2014 <br />Page 7 of 12 <br />
