COMMITTEE BUSINESS <br /> <br />5.01: Review Updated Estimated Costs for Reconstructing Andrie Street <br /> <br />City Engineer Westby reviewed the staff report and past consideration for reconstructing Andrie <br />th <br />Street. It was noted that the 2009 estimate for reconstructing Andrie Street and 164 Lane as 32- <br />foot streets with concrete curb and gutter, storm sewer, and a 5-foot wide concrete sidewalk <br />along one side was $1,813,000 including indirect costs. If the 5-foot concrete sidewalk is <br />removed and the streets are widened by 4 feet to accommodate two 11-foot drive lanes and a 6- <br />foot wide on-road bicycle lane, the estimated cost including indirect costs is $1,647,000, or <br />$166,000 less to construct the on-road bike lane. <br /> <br />City Engineer Westby explained that based on direction from the Public Works Committee at its <br />May 20, 2014, meeting, staff updated the 2009 estimates to reflect 2014 estimated costs for <br />th <br />reconstructing Andrie Street and 164 Lane as a 36-foot wide street with two 11-foot lanes and a <br />6-foot bike lane at $1,758,000, including 20% indirect costs for engineering and administration. <br />This reflects an estimated increase of $111,000 in project costs from 2009 to 2014. <br /> <br />Because the draft special assessment policy is scheduled to be discussed at the July 15, 2014, <br />Public Works Committee meeting, City Engineer Westby asked if it would be more productive <br />to discuss funding program options for this project in July or August. He indicated that given <br />this project will not be constructed in 2014, the feasibility report can be updated relatively <br />quickly, there is a shelf life for a feasibility report once approved by the Council, and there is no <br />immediate need to finalize the feasibility report at this time. <br /> <br />Chairperson Backous stated he has received comments about the design of this road and that a <br />parking lane was not required because the large lots have long driveways. <br /> <br />City Engineer Westby explained this is an MSA route so the project has to be constructed to <br />those standards. <br /> <br />Councilmember Kuzma stated he has also had several conversations with residents and received <br />comments on both sides. He stated it is a contentious topic with constituents in this area and <br />when assessments are considered, it will play a large factor. <br /> <br />City Engineer Westby stated while this is an MSA route, there is a process where the City can <br />request a variance to MSA standards. <br /> <br />Chairperson Backous asked how this road became an MSA roadway. <br /> <br />Public Works Superintendent Riemer stated he does not know when it occurred but it does <br />connect to MSA roads (Alpine Drive to Jarvis Street). <br /> <br />Public Works Committee / June 17, 2014 <br />Page 2 of 5 <br />
