Commissioner introduced the following resolution and moved for its adoption: <br />RESOLUTION #HRA 14-07-143 <br />RESOLUTION AUTHORIZING THE EXECUTION OF A DECLARATION OF <br />BOND -FINANCED PROPERTY RELATED TO THE COMMUNITY FOREST <br />BONDING GRANT RECEIVED TO PURCHASE AND PLANT TREES ON <br />OUTLOT A COR THREE (NORTH COMMONS) <br />WHEREAS, on January 24, 2012, the City Council authorized City Staff to apply <br />for Community Forest Bonding Grant monies to install landscape improvements (trees) in <br />North Commons, which parcel is legally described as Outlot A COR THREE; and <br />WHEREAS, on March 21, 2012, the City received notice that its application for <br />funding was approved in full by the MN DNR; and <br />WHEREAS, on June 26, 2012, the City Council approved Resolution #12-06-088, <br />which authorized executing a Declaration of Bond -Financed Property. <br />WHEREAS, on November 8, 2013, the City was notified that Resolution #12-06- <br />088 and the required Declaration of Bond -Financed Property were rejected for recording <br />by Anoka County due to certain missing elements; and <br />WHEREAS, on May 13, 2014, the City Council approved Resolution #14-05-085, <br />authorizing the execution of a Declaration of Bond -Financed Property. <br />WHEREAS, on June 3, 2014 the City submitted Resolution #14-05-085 and an <br />updated Declaration of Bond -Financed Property to Anoka County for recording; and <br />WHEREAS, on June 11, 2014 the City was informed that Resolution #14-05-085 <br />and the updated Declaration of Bond -Financed Property were rejected due to the lack of a <br />legal description and authorization from the fee title owner, which is the Housing and <br />Redevelopment Authority (HRA); and <br />WHEREAS, the City must provide evidence of recording of the Declaration of <br />Bond -Financed Property to the MN DNR no later than December 1, 2014, which is the last <br />remaining required component of the grant. <br />NOW THEREFORE, BE IT RESOLVED BY THE HOUSING AND <br />REDEVELOPMENT AUTHORITY OF THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey HRA hereby authorizes the Chairperson and Executive Director <br />to execute the attached Declaration of Bond -Financed Property for OUTLOT A <br />COR THREE. <br />
