Staff will <br />circle back with the U.S. Postal Service again in 2015. <br />Fund Balance Shortfall in the Federal Highway Trust Fund. Staff received a letter from the <br />Minnesota Department of Transportation re the impending fund balance shortfall in the federal <br />Highway Trust Fund (HTF). MnDOT states in the letter; however, that a reimbursement delay to <br />MnDOT is not expected to affect MnDOT's ability to reimburse contractors for projects that are <br />part of the 2014 construction season. The letter goes on to say that projects currently planned in <br />the 2015 construction season may need to be delayed if the shortfall in the HTF is not resolved by <br />the end of September, 2014. MnDOT will continue to monitor the situation and keep the City <br />informed of any changes. Attached to the Weekly Update is a letter from MnDOT re 2014 <br />Federal Highway Trust Fund. <br />City Improvement Project Updates <br />• Riverdale Drive Extension/Reconstruction; Armstrong Boulevard to Traprock Street - <br />o Bids were opened on July 1 8 th . <br />o The City Council accepted bids and awarded a construction contract to Kuechle <br />Underground, Inc. on July 22n <br />o Work on this project should start in early August. <br />o More information on this project is available on -line at <br />www. cityoframsey .com /Riverdaledrive. <br />• 2014 Street Maintenance Project (SMP) Phase 2 - <br />o The City Council awarded a contract to Allied Blacktop Co. on June 24 to <br />sealcoat another 6 miles of City streets in 2014. <br />o Project information letters were mailed on July 23 to all property owners with <br />direct access onto these streets. <br />o Work on this project is scheduled to start on July 28 and be completed by <br />August 15 <br />Smile, You're on Candid Camera. The police department received several theft complaints from <br />recreational vehicle businesses along Hwy #10 the past couple of weeks. A break in the cases <br />occurred this week when a suspect was photographed on a `trail camera' that was placed in the lot <br />by one of the businesses. A Ramsey officer was able to identify the suspect and a search warrant <br />was obtained. The warrant was executed at a residence in Ramsey but the stolen items were not <br />recovered. The suspect admitted to the theft after seeing the pictures. A quantity of meth was <br />located at the residence and a person was taken into custody for that. Information obtained during <br />the investigation lead to a stolen vehicle from Elk River and the recovery of some of the stolen <br />items from Ramsey in Royalton, MN. The investigation continues. <br />Public Works Activity — Parks. Finally, the demand for mowing is slowing. Persistent Spring <br />rains kept 4 to 5 persons mowing 40 hours per week in parks and along trails. With the more <br />normal summer -time weather pattern, there is a little less emphasis on mowing, and staff may <br />begin to catch up on special projects and delayed maintenance activities while the full complement <br />of 9 seasonal park workers (plus intern) is available. This is also the time of the year where a Fall <br />recruitment for seasonal workers is done to replace those seasonal employees who typically return <br />to college in late August.
